America is a country of undoubted vast strengths – technological, economic, and cultural – yet its government is profoundly failing its own citizens and the world. Trump’s victory is easy to understand. It was a vote against the status quo. Whether Trump will fix -- or even attempt to fix -- what really ails America remains to be seen.

The rejection of the status quo by the American electorate is overwhelming. An NBC national news poll in September 2024 found that 65% of Americans said the country is on the wrong track, while only 25% said that it is on the right track. In March 2024, according to Gallup, only 33% of Americans approved of Joe Biden’s handling of foreign affairs.

At the core of the American crisis is a political system that fails to represent the true interests of the average American voter. The political system was hacked by big money decades ago, especially when the Supreme Court opened the floodgates to unlimited campaign contributions. Two types of groups own the Congress and White House: super-rich donors and single-issue lobbies.

Many (though not all) of the super-rich donors seeks special favors from the political system, and those favors will now be duly delivered by the Congress, the White House, and the regulatory agencies staffed by the new administration. Many donors also push for further tax cuts on corporate income and on capital gains, no matter their impact on the federal deficit, which now stands at nearly 7 percent of GDP, and no matter that pre-tax national income has shifted powerfully away from labor income to capital income.

Many business donors, I would add, are forthrightly on the side of peace and cooperation with China, as very sensible for business as well as for humanity.

Single-issue lobbies are the second group with their hold on power. These lobbies include the military-industrial complex, Wall Street, Big Oil, the gun industry, big pharma, big Ag, and the Zionist Lobby. American politics is well organized to cater to these special interests. A hundred million dollars of campaign funding by a lobby group can win a hundred billion of federal outlays and/or tax breaks.

These special-interest lobbies do not depend on, nor do they care much about, public opinion. Opinion surveys show that the public wants gun control, lower drug prices, an end of Wall Street bailouts, renewable energy, and peace in Ukraine and the Middle East. No matter. The lobbyists ensure that Congress and the White House deliver continued easy access to handguns and assault weapons, sky-high drug prices, coddling of Wall Street, more oil and gas drilling, weapons purchases for Ukraine, and wars on behalf of Israel.

The two most dangerous lobbies are the military-industrial complex and the Zionist lobby (as detailed in a scintillating new book by historian Ilan Pappé). The military-industrial complex has led America into disastrous wars, covert regime-change operations, illegal economic sanctions, and destabilizing color revolutions (led by the National Endowment for Democracy).

The Zionist lobby has been at least as damaging, and perhaps more. The Zionist Lobby has stoked America’s serial wars in the Middle East, including Iraq, Syria, Libya, and Sudan.

While the US plutocracy has delivered wars of choice for the MIC and for Israel, and tax cuts for the rich, it has offered no real solutions for working-class Americans. During the period after 1980, automation hit American industrial workers very hard, and the working class found itself in lower-paying jobs. Meanwhile, the returns to capital soared, with the overall stock market valuation rising from 55% of GDP in 1985 to 200% of GDP today. in addition, soaring costs of health care and college tuitions further squeezed the working class.

Trump’s voter base is the working class, but his donor base is the super-rich and the lobbies. So, what will happen next?

Trump’s purported answer is a trade war with China and the deportation of illegal foreign workers, combined with more tax cuts for the rich. Yet these policies will not deliver the promised results for workers. Manufacturing jobs will not return in large numbers from China since they never went in large numbers to China. Nor will deportations do much to raise living standards of average Americans.

This is not to say that real solutions are lacking. Four key policies are hiding in plain view.

The first is to face down the military-industrial complex. Trump can end the war in Ukraine by telling President Putin and the world that NATO will never expand to Ukraine. He can end the risk of war with China by making clear that the US would not defend Taiwan if it were ever to try to secede from China.

The second is to face down the Zionist lobby by telling Netanyahu that the US will no longer fight Israel’s wars and that Israel must accept a State of Palestine living in peace next to Israel. This is the only possible path to peace.

The third is to close the budget deficit, partly by cutting wasteful spending – notably on wars, hundreds of useless overseas military bases, and sky-high prices the government pays for drugs and healthcare – and partly by raising government revenues.

The fourth is an innovation policy (aka industrial policy) for the common good. The goal of innovation policy should be to ensure that the new and emerging AI and digital technologies serve the common good, including the poor, the working class, and the physical environment.

All four of these steps are within Trump’s reach, and would justify his electoral triumph. I’m not holding my breath for Trump to adopt them. American politics has been too rotten for too long for any real optimism in that regard, yet these four steps are all achievable, and would greatly benefit not only the business leaders who backed Trump’s campaign but the tens of millions of disaffected workers whose votes put Trump back into the White House.

미국을 병들게 하는 원인과 해결 방안

미국은 기술, 경제, 문화적으로 뛰어난 강점을 가진 나라임이 분명하지만 정부는 자국민과 세계를 실망시키고 있다. 트럼프의 승리는 현 상태에 대한 반발로 쉽게 설명할 수 있다. 하지만 트럼프가 정말로 미국의 문제를 해결할 것인지, 혹은 이를 시도조차 할 것인지는 두고 볼 일이다.

미국 유권자들의 현 상황에 대한 불만은 압도적이다. 2024년 9월 NBC 전국 여론조사에 따르면, 응답자의 65%가 미국이 잘못된 방향으로 가고 있다고 답했으며, 25%만이 올바른 방향으로 나아가고 있다고 응답했다. 또한, 2024년 3월 갤럽 조사 결과에 따르면, 조 바이든 대통령의 외교 정책에 대한 긍정 평가 비율은 33%에 불과했다.

미국 위기의 본질은 평범한 유권자의 진정한 이익을 대변하지 못하는 정치 체제에 있다. 이 정치 체제는 수십 년 전부터 거대 자본에 의해 장악됐으며, 특히 대법원이 무제한 선거 자금 기부를 허용한 이후 그 흐름이 더욱 심화됐다. 현재 의회와 백악관을 지배하는 두 세력은 초부유층 기부자들과 단일 쟁점 로비 단체들이다.

많은 초부유층 기부자들(모두는 아니지만)은 정치 체제에서 특별한 혜택을 기대하며, 이러한 혜택은 새 행정부가 구성한 의회, 백악관, 그리고 규제 기관을 통해 제공될 것이다. 이들 기부자 중 다수는 연방 재정 적자와 관계없이, 또한 과세 전(前) 국민 소득이 노동 소득에서 자본 소득으로 크게 이동했다는 사실과 관계없이, 법인 소득 및 자본 이득에 대한 추가 감세를 요구하고 있다. 현재 연방 재정 적자는 국내총생산(GDP)의 약 7%에 달하고 있다.

필자는 많은 기업 기부자들이 중국과의 평화와 협력을 지지하는 것이 비즈니스와 인류를 위해 매우 합리적이라고 생각한다는 점을 덧붙이고자 한다.

권력을 장악하고 있는 두 번째 그룹은 단일 쟁점 로비 단체들이다. 이들에는 군산복합체, 월가, 석유 대기업, 총기 산업, 대형 제약사, 대규모 농업, 그리고 시온주의 로비가 포함된다. 미국 정치 체제는 이러한 특수 이익 집단의 요구를 충족시키도록 철저히 조직돼 있다. 로비 단체가 선거 자금으로 1억달러를 제공하면, 연방 지출이나 세금 감면 형태로 1000억달러의 혜택을 얻을 수 있다.

특수 이익 로비 단체들은 여론에 의존하지 않으며, 대중의 의견에도 큰 관심을 두지 않는다. 여론 조사에 따르면, 국민들은 총기 규제 강화, 의약품비 인하, 월가 구제금융 중단, 재생에너지 확대, 그리고 우크라이나와 중동에서의 평화를 원하고 있다. 그러나 이러한 목소리는 반영되지 않는다. 로비스트들은 의회와 백악관이 여전히 권총과 공격용 무기에 쉽게 접근할 수 있도록 하고, 높은 의약품비를 유지하며, 월가를 비호하고, 석유와 가스 시추를 확대하고, 우크라이나를 위한 무기를 매매하고, 이스라엘을 위한 전쟁을 지속하도록 압력을 가하고 있다.

가장 위험한 로비 단체로는 군산복합체와 시오니스트 로비가 꼽힌다(역사학자 일란 파페의 주목할 만한 신간). 군산복합체는 미국을 파국적인 전쟁으로 몰아넣고, 은밀한 정권 교체 작전과 불법 경제 제재를 강행했으며, 국립민주주의기금(National Endowment for Democracy)이 주도한 불안정한 색깔 혁명을 초래해 왔다

시오니스트 로비는 군산복합체만큼이나, 어쩌면 그보다 더 큰 피해를 초래해 왔다. 이들은 이라크, 시리아, 리비아, 수단 등 중동 지역에서 연이어 전쟁을 촉발시키는 데 상당한 역할을 해왔다.

미국의 금권정치는 군산복합체와 이스라엘을 위한 선택적 전쟁을 지원하고 부유층을 위한 감세를 단행했지만, 노동계층의 삶을 개선할 실질적인 해결책은 제시하지 못했다. 1980년 이후 자동화로 인해 미국의 산업 노동자들은 큰 타격을 받았고, 노동계층은 낮은 임금의 일자리에 내몰렸다. 반면 자본 수익은 급등했고, 주식 시장의 총 가치는 1985년 GDP의 55%에서 현재는 GDP의 200%에 이르렀다. 또한 치솟는 의료비와 대학 등록금은 노동계층의 경제적 부담을 더욱 가중시켰다.

트럼프의 지지층은 노동계층이지만, 그의 주요 후원자는 초부유층과 로비 단체들이다. 그렇다면 앞으로의 행보는 어떻게 될까?

트럼프가 제시하는 해법은 중국과의 무역 전쟁, 불법 체류 외국인 노동자 추방, 그리고 부유층에 대한 추가 감세다. 그러나 이런 정책들은 노동자들에게 약속한 결과를 가져오지 못할 가능성이 크다. 제조업 일자리는 중국으로 대규모 이전된 적이 없기 때문에 대규모로 돌아오지 않을뿐더러, 외국인 노동자 추방도 미국 중산층과 노동계층의 생활 수준을 크게 향상시키는 데 별다른 영향을 미치지 않을 것이다.

그렇다고 실질적인 해결책이 없다는 의미는 아니다. 눈앞에 분명한 네 가지 주요 정책이 존재한다.

첫 번째는 군산복합체에 맞서 싸우는 것이다. 트럼프는 나토(NATO·북대서양조약기구)가 우크라이나로 확장하지 않을 것임을 푸틴 대통령과 국제사회에 분명히 밝힘으로써 우크라이나 전쟁을 종식시킬 수 있다. 또한, 대만이 중국으로부터 독립을 시도할 경우 미국이 이를 방어하지 않을 것임을 명확히 함으로써 중국과의 전쟁 위험을 막을 수 있다.

둘째는 시오니스트 로비에 단호히 맞서는 것이다. 트럼프는 네타냐후에게 미국이 더 이상 이스라엘의 전쟁에 개입하지 않을 것이며, 이스라엘은 팔레스타인을 이스라엘 옆에서 평화롭게 공존하는 국가로 받아들여야 한다고 분명히 밝혀야 한다. 이것이 평화를 이루는 유일한 길이다.

셋째는 예산 적자를 해소하는 것이다. 이를 위해 불필요한 지출을 줄이고(특히 전쟁, 수백 개의 해외 군사 기지, 그리고 정부가 부담하는 과도한 의약품 및 의료비), 동시에 정부 수입을 늘리는 방안을 강구해야 한다.

넷째는 공공의 이익을 위한 혁신 정책, 즉 산업 정책을 수립하는 것이다. 이 혁신 정책의 목표는 인공지능(AI)과 디지털 기술을 포함한 신기술들이 빈곤층, 노동계층, 환경 등 공익을 위해 활용될 수 있도록 보장하는 데 있다.

이 네 가지 정책은 모두 트럼프가 충분히 실현할 수 있는 과제이며, 그의 선거 승리를 정당화할 수 있는 중요한 조치들이다. 그러나 트럼프가 이를 실제로 채택할 것이라고 기대하기는 어렵다. 미국 정치는 오랜 시간 동안 심각한 부패에 시달려왔기 때문에 이에 대해 낙관적인 전망을 가지기 힘들다. 그럼에도 불구하고 이 네 가지 정책은 모두 실현 가능하며, 트럼프의 선거 운동을 지원한 기업 지도자들뿐만 아니라 그를 백악관으로 복귀시킨 수천만 명의 소외된 노동자들에게도 상당한 혜택을 제공할 것이다.
