美, 北에 불충분한 핵합의 거부 분명히 밝혀 북한이 원하는 단계적 비핵화 난항

［헤럴드경제=한희라 기자］북미 정상회담을 코앞에 두고 미국이 이란핵협정(JCPOA) 탈퇴를 선언했다.

미국 정부가 이란의 핵ㆍ미사일 포기 약속을 불신하며 혹독한 제재를 재개하기로 한 것은 북한에 대해 어떠한 핵 개발도 용인하지 않겠다는 강력한 신호를 보낸 것으로 해석되고 있다.

도널드 트럼프 대통령은 8일(현지시간) 영국, 프랑스 등 동맹국이자 협정 체결국들의 반대에도 불구하고 이란핵협정 탈퇴를 강행했다.

트럼프 대통령은 이날 오후 백악관 기자회견에서 “이란 핵협정은 일방적이며 재앙적이고 끔찍한 협상으로 애초 체결되지 말았어야 한다”면서 “협정에서 탈퇴할 것”이라고 밝혔다. 그는 “오늘의 조치는 미국이 더는 공허한 위협을 하지 않는다는 중대한 메시지를 전달하는 것”이라고 강조했다.

존 볼턴 국가안보보좌관은 한발 더 나가 북한에 직접적인 경고를 보냈다.

백악관 언론브리핑에서 그는 “이번 조치는 미국이 불충분한 합의를 받아들이지 않을 것이란 매우 분명한 신호를 보내는 것”이라면서 북한과의 비핵화 협상에서도 강경하고 원칙적인 태도를 그대로 적용할 것임을 공언했다.

이번에 미국이 폐기한 이란핵협정은 북한이 원하는 단계적 해법의 대표적 사례였다는 점에서 향후 북미 비핵화 협상에 난항을 예고하고 있다.

북한은 그동안 ‘한반도의 단계적·동시적 비핵화’를 주장해 왔다. 비핵화 단계를 잘게 쪼개 더 많은 보상을 얻어낸다는 입장이다. 김정은 북한 국무위원장은 7~8일 중국에서 가진 시진핑(習近平) 국가 주석과의 정상회담에서도 이같은 입장을 재확인했다.

하지만 이번 조치로 미국이 비핵화와 관련해 단계적 해법을 거부하고 일괄 해법을 선호한다는 사실이 분명히 드러났다.

워싱턴포스트(WP) 등 외신들은 외교 전문가를 인용해 “이란 핵협정 파기가 김정은 정권에게 ‘미국은 믿을 수 없는 협상 파트너’라는 메시지를 줄 수 있다”고 경고했다.
