How much will residents owe in levies if their building undergoes reconstruction? It is a question that weighs on many homeowners in Gangnam-gu.

The concern is especially acute for elderly residents facing potentially steep charges. Gangnam-gu District Mayor Kim Hyun-gi, one of the most vocal advocates for reconstruction reform, has stepped in with a practical solution.

The district office is expanding its expert consultation program under a reservation system. Residents can book a preferred time slot in advance and receive a 30-minute one-on-one session with a specialist — no waiting required. Those who submit their questions at the time of booking allow the assigned expert to review the inquiry beforehand and prepare more specific answers.

The district had already expanded reconstruction consultations to twice a week starting Sept. 8, operating on a walk-in basis. When wait times stretched beyond an hour, the district introduced a reservation system on Oct. 1. Demand has been strong enough to fill every available slot, prompting the district to continue the reservation-based format from Nov. 3 through Dec. 29.

Sessions are held every Tuesday and Thursday from 2 p.m. to 6 p.m. at the Reconstruction Project Division task-force advisory room on the fifth floor of the Gangnam-gu Public Health Center. Each consultation lasts 30 minutes. Residents can apply through the Gangnam-gu district office website under the "Communication & Participation → Reservations" menu; bookings for the following month open on the 25th of each month. Walk-in consultations remain available if time slots are open. Subscribers to the district's reconstruction information text alert service will receive booking instructions and session schedules by text message.

Tuesday sessions focus on tax issues that arise during the reconstruction process, with tax accountants and certified public accountants from the district's tax advisory panel participating in collaboration with the tax management division. Thursday sessions cover reconstruction procedures, legal matters and property appraisals, with judicial scriveners, licensed appraisers and maintenance project management specialists on hand.

The district is also working to raise the quality of consultations. When residents submit questions during the booking process, the relevant specialist reviews them in advance before the session begins — allowing for more substantive answers within the allotted time than would be possible if questions were heard for the first time on the spot.

"We have improved the way the service operates so residents no longer have to wait more than an hour just to get advice, and so they can walk away with the answers they actually need," District Mayor Kim said. "We will continue to provide attentive, field-centered expert consultations so that residents can resolve their questions and difficulties during the reconstruction process in a timely manner."
