Hy fresh managers and Seocho Post Office mail carriers were among 107 newly appointed honorary welfare civil servants on Thursday, tasked with monitoring at-risk households and reporting concerns to neighborhood community centers.
Seocho-gu in Seoul held an appointment ceremony for newly designated honorary welfare civil servants Thursday at the district office's fifth-floor conference room.
Representatives from partner organizations — including Hy's Gangnam branch and Seoul Seocho Post Office — attended alongside the newly appointed fresh managers and mail carriers, who pledged to work together to support vulnerable residents in the community.
The district appointed a total of 107 people in the new cohort: 36 fresh managers from Hy and 71 mail carriers and other staff from Seoul Seocho Post Office. Serving as unpaid honorary civil servants, they will work on the front lines of residents' daily lives to identify households in welfare crisis, monitor them on an ongoing basis and report those in need to their local neighborhood community centers.
The new appointments are tied to the district's ongoing welfare check program, aimed at strengthening on-the-ground response capacity. Hy has operated the "Seoripul Yakult Care Program" since April 2021, while Seocho Post Office has run the "Seoripul Welfare Registered Mail" service since May 2023 and the "Seoripul Welfare Check Mail Service" since March 2026 — both focused on checking on vulnerable residents and identifying households in crisis.
With the new appointments, Seocho-gu now has 1,029 honorary welfare civil servants in total — the 107 newcomers joining 922 existing members, including welfare precinct leaders, community welfare council members and vocational organization members active across 17 neighborhoods.
The district said it expects the expanded network to tighten the community welfare safety net by quickly connecting early warning signs spotted in residents' daily lives to the appropriate welfare services.
"We will continue to expand the local welfare safety net by working alongside the fresh managers and mail carriers who have volunteered their efforts to look after neighbors in need," Seocho-gu District Mayor Jeon Seong-su said.
