Gangneung, which earlier this year became one of the first local governments in the country to launch a direct support program for people in extreme poverty, is extending its welfare drive by giving every resident 100,000 won ($74) each.

The livelihood stabilization grant will be paid out regardless of income, assets or age, with each resident receiving 100,000 won in Gangneung Pay, the city's local currency. The total payout amounts to 21.1 billion won.

Because Gangneung Pay can only be spent within the city, the funds are expected to circulate locally and help ease a prolonged slowdown in the regional economy.

The city said it plans to begin disbursements in mid-November after completing the necessary review procedures. Details on eligibility, application periods and how to apply will be announced later through the city's official website.

The move follows the Gangneung City Council's recent passage of an ordinance on livelihood stabilization grants and approval of a second supplementary budget for 2026.

"I hope this grant will provide real help to residents going through a difficult time amid high prices and high interest rates, and also bring new energy to struggling neighborhood businesses," Mayor Kim Jung-nam said. "We will make sure the payment process runs smoothly so that every resident can receive the support without any inconvenience."

Gangneung has drawn praise for its performance in welfare and public administration beyond its profile as an international tourism city. Earlier initiatives include a gap-care program providing childcare during school vacations for dual-income households whose children would otherwise be home alone.
