Junggye Jugong 4 secures 71.59% resident consent, Sanggye Jugong 7 records 66.6% — five complexes have launched committee procedures within three months of the new administration's launch
Reconstruction committee approvals are coming in rapid succession in Seoul's Nowon-gu, backed by high resident consent rates, as follow-up procedures for housing improvement projects gain momentum.
The district approved the formation of a reconstruction association preparatory committee for the Junggye Jugong 4 complex and issued the official notice Thursday under Article 31 of the Act on the Improvement of Urban Areas and Residential Environments and its implementing regulations. The Sanggye Madeul Daelim apartment complex is also set to receive committee approval, with its official notice scheduled for Wednesday.
A reconstruction association preparatory committee is a prerequisite step before a full reconstruction association can be established, requiring the consent of a majority of landowners and property holders. With multiple complexes recently securing consent rates well above the legal threshold, observers say residents' strong desire for reconstruction is now translating into concrete procedural progress.
The Junggye Jugong 4 complex, covering approximately 30,395 square meters in the Junggye-dong 358-2 area, obtained consent from 494 of its 690 landowners and property holders, a rate of 71.59%.
The Sanggye Jugong 7 complex, whose committee approval notice was issued Sept. 10, recorded a consent rate of 66.6%, with 1,729 of 2,596 landowners and property holders signing on. Both complexes far exceeded the legally required majority, demonstrating strong resident commitment to moving forward with reconstruction.
Since the launch of the current administration, five complexes have gone through committee formation procedures in just over three months — starting with Sanggye Boram in August, followed by Hagye Misung, Sanggye Jugong 7, Junggye Jugong 4 and Sanggye Madeul Daelim. In September alone, approvals have come in virtually every week: Hagye Misung on Sept. 3, Sanggye Jugong 7 on Sept. 10, Junggye Jugong 4 on Thursday, and Sanggye Madeul Daelim on Wednesday — a pace that reflects how quickly residents' reconstruction ambitions are turning into action.
The district is also stepping up administrative support to ensure that residents' momentum translates into faster project timelines. A rapid reconstruction task force launched at the start of the current administration is spearheading efforts to streamline permits, ease unreasonable regulations and run administrative procedures in parallel to shorten overall project timelines. The district said it will continue providing close, stage-by-stage support for follow-up procedures — including public notices and briefing sessions — after committee approvals are granted.
Nowon-gu is also strengthening measures to improve transparency and protect residents' right to information. The district is guiding preparatory committees to disclose project-related materials openly and has built a "Smart Vision System" to manage the progress of improvement projects in real time. Starting in October, the district's website will operate a dedicated page — "Nowon Reconstruction & Redevelopment NOW ON" — where the district mayor and residents can monitor the status of each project on the same screen and review progress together in real time.
"The successive committee approvals and high consent rates show just how strong residents' desire for reconstruction is," Nowon-gu District Mayor Seo Jun-o said. "As residents unite to push these projects forward, the district will work through the rapid reconstruction task force to swiftly support follow-up procedures, and will actively reform the systems and regulations that stand in the way."
