Gangwon Special Self-Governing Province Governor U Sang-ho, Goseong-gun County Chief Ham Myeong-jun and Haesollya Country Club Chairman Kang Eul-gu held an investment agreement ceremony Tuesday for the Goseong Haesollya tourism complex at a meeting room in the provincial government building.
Under the agreement, Haesollya Country Club Co. plans to invest a total of 500 billion won ($362 million) in the Banam-ri area of Geojin-eup, Goseong-gun over 10 years from 2026 to 2035, and to create 1,272 new jobs.
The Goseong Haesollya tourism complex will be built on a 2.44 million-square-meter site and will feature a 27-hole golf course, 980 rooms of accommodation, a botanical garden and a range of other tourism facilities. It is one of the largest tourism development projects in the region.
Goseong-gun plans to provide strong administrative support to ensure the project develops into a mixed-use tourism complex combining lodging, leisure, and cultural and experiential content — going beyond a simple expansion of tourism facilities. The county also aims to link the complex with existing local tourism resources to extend visitors' stays and boost local spending, creating a virtuous economic cycle.
The county will also work closely with Gangwon Special Self-Governing Province to ensure the project proceeds smoothly through administrative procedures and licensing, while developing measures to benefit local residents so that the large-scale private investment translates into a revitalized local economy and higher incomes for county residents.
"This investment agreement will be an important turning point that creates a new growth engine for northern Goseong and elevates Goseong to a year-round destination," Ham said. "We will work together with Gangwon Special Self-Governing Province and Haesollya Country Club to push the project forward without a hitch so that the Haesollya tourism complex can establish itself as Goseong's premier tourism hub."
