A Democratic member of the US House of Representatives filed another impeachment motion against President Donald Trump on Monday (local time).

Rep. Al Green (D-TX) announced on his official website that he had introduced "a resolution to impeach President Trump on charges of high crimes and misdemeanors."

In the resolution, Green said Trump had violated his oath of office to "preserve, protect and defend the Constitution of the United States," particularly by operating Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) as "brutal, quota-driven, unaccountable paramilitary police organizations."

Green also alleged that Trump used ICE and CBP to violate rights protected under the First Amendment — covering freedom of speech and the press — and the Fourth Amendment, which guards against unlawful searches and excessive use of force.

Green was the first Democratic lawmaker to introduce an impeachment motion against Trump during his first term. During Trump's second term, he again brought an impeachment resolution to the House in June last year, but it failed to win support from his own party's leadership and was voted down 79-344.

One of the Democratic Party's most prominent anti-Trump voices, Green was censured after being removed from the chamber for shouting in protest — cane in hand — during Trump's address to Congress in March last year. In February this year, he held up a sign reading "Black people are not apes" during Trump's State of the Union address.

Green had sought a 12th term in the November midterm elections but lost the runoff in the Democratic primary for Texas's 18th Congressional District in May. Trump mocked him on Truth Social, writing: "Congratulations to the Democrats. Al Green, the most mentally deficient in the history of our Country, has lost his seat by a landslide."
