The Gyeongju City Council in North Gyeongsang Province opened the first plenary session of its 299th extraordinary session Monday, kicking off an 11-day legislative schedule.

The session began with a municipal affairs report from the Gyeongju mayor, followed by explanations of proposed bills including the first supplementary budget for 2026 and a revision to the 2026 fund management plan. The council also took up the formation of special committees and the appointment of their members.

The Budget and Accounts Special Committee, which carries a one-year term, will be chaired by Lee Seong-rak, with Kim Dong-su serving as vice chair. Its members include Choe Jin-yeol, Kim Yeong-u, Kim Yeong-cheol, Bang Hyeon-u, Son Yun-hui, Park Gwang-ho and Park Ji-u.

The National Projects Promotion and Nuclear Power Plant Special Committee, which carries a two-year term, will be chaired by Kim Tae-su, with Kim Yeong-u as vice chair. Its members include Nam U-mo, Kim Yong-gwan, Kim Sang-hui, Ju Dong-yeol, Kim Gyeong-ju, Kim Dong-su and Ju Mi.

The Ethics Special Committee will be chaired by Kim Dong-su, with Son Yun-hui as vice chair. Its members include Nam U-mo, Lee Kyong-hee, Kim Yeong-u, Kim Sang-hui, Kim Gyeong-ju, Lee Seong-rak and Kim Tae-su.

During the recess from Tuesday through July 29, each standing committee will hear major 2026 business reports from the departments under its jurisdiction.

The committees are set to review and hear a total of 16 agenda items, including the first supplementary budget for 2026, the first revision to the 2026 fund management plan, six ordinance bills, one consent motion, two reports and four revisions to public property management plans.

The 299th extraordinary session is scheduled to conclude with a second plenary session on July 30, when the full council will vote on the items reviewed by each standing committee.

Council Speaker Im Hwal said in his opening remarks that the session marks a symbolic start to the 10th Gyeongju City Council's full-scale legislative work on behalf of residents. "Please do your utmost to carefully examine the progress of key projects and the necessity and validity of budget allocations, so that citizens' precious resources can be used efficiently for regional development and the stabilization of livelihoods," he said.
