An elementary school student who was seriously injured after being struck by a car while riding a swing car inside an apartment complex in Seosan has died.
The Seosan Police Station in South Chungcheong Province said Thursday it has upgraded the charges against a driver in his 50s, identified only as A, from negligent injury to negligent homicide under the Special Act on the Handling of Traffic Accidents, following the victim's death.
A is accused of striking two second-grade boys — including the victim, identified as B — with his car at around 1:59 p.m. June 28 on a road inside an apartment complex in Jigok-myeon, Seosan. The boys had been riding a swing car down a slope at the time.
B was rushed to a nearby hospital in cardiac arrest and underwent emergency surgery, remaining in treatment until he died at around 10:08 p.m. Tuesday.
Police said the accident occurred on a weekend, when a number of children had been playing inside the complex on swing cars, kick scooters and similar toys.
Investigators confirmed that the complex had no vehicle access barriers or speed limit signs on its internal roads.
A told police he had not seen the children.
"We are working to determine the full circumstances by questioning A and apartment complex officials," a police official said.
