The Seoul Metropolitan Government is sharply stepping up enforcement of its pigeon-feeding ban zones starting Monday. Anyone caught feeding feral pigeons in a designated no-feeding zone faces a fine of 200,000 won ($133) for a first offense, 500,000 won ($332) for a second, and up to 1 million won ($665) for three or more violations.
