Yangcheon-gu will hold an online public vote from Friday through Nov. 17 to select its best "proactive and innovative governance" cases for the second half of 2026, the district said.

The vote gives residents a direct say in evaluating policies that have improved on existing practices or used creative ideas to address everyday inconveniences. The district identifies standout cases twice a year — once each half — to share strong policy outcomes and spread a culture of innovation and proactive governance within the organization.

A total of 17 cases from fields including residential affairs, welfare, safety and administrative innovation were submitted for the second half of this year. The candidates range from small regulatory tweaks that ease daily frustrations to large-scale development projects with the potential to reshape the district's future.

Key candidates include a "Y Oriental Medicine Doctor" project to improve access to medical care, a public-private "Real Estate Safety Guardian" service, approval of a housing construction plan and building permit for a mixed-use complex at the Seobu Truck Terminal development site, an expansion of fast-charging stations for electric mobility aids for people with disabilities, an emergency childcare response at a Yangcheon youth care center following a fire at Sinmok Elementary School, and a low-rise residential renewal project in Mok-dong.

Additional submissions cover a Han River fireworks cruise-linked initiative to boost local tourism, the introduction of mobile electronic notices for fines in disabled parking zones, expanded resident participation in snow removal at apartment complexes, and the rollout of a safe-number service — all aimed at improving resident convenience and administrative efficiency.

Any resident of or with an interest in Yangcheon-gu may participate. Voters can access the online civic engagement platform Gungmin Saenggakham, search for "Yangcheon-gu" under the "Saenggak Moeum" section, and select three cases they consider most outstanding. A QR code on promotional materials also provides quick access.

The vote results will feed into the final selection process. The district will combine the online vote (weighted at 40 percent) with a review by its Proactive Governance Committee (60 percent) to choose six winners in total — one top prize, two excellence awards and three merit awards — with a ceremony and case-sharing event planned for December.

In the first-half evaluation this year, the top prize went to Yangcheon-gu's overnight emergency childcare program, which addressed gaps in after-school care for elementary students when parents work late, are hospitalized or travel for work. Excellence awards went to the construction of a skywalk at Yongwangsan and a comprehensive probe of housing units affected by jeonse fraud. The overnight emergency childcare program — the first of its kind in Seoul for children ages 6 to 12 — also earned a merit award in the Seoul Metropolitan Government's own second-half proactive governance recognition.

"Proactive governance begins with looking at inconveniences from the residents' perspective and finding ways to resolve them," Yangcheon-gu District Mayor Lee Gi-jae said. "I ask for your interest and participation in this vote so that policies residents have directly experienced can receive the recognition they deserve."
