Sessions run across five regions nationwide from Monday through Friday
Digital push accelerates for building administration
The Korea Real Estate Board announced Tuesday that it is conducting the "2026 Second-Half Building Administration System (Seumteo) User Training" for local government civil servants across five regions nationwide, running from Monday through Friday.
The Korea Real Estate Board operates Seumteo under a mandate from the Ministry of Land, Infrastructure and Transport. Starting this year, the board expanded the training to twice annually — once each half — to strengthen the on-the-ground capabilities of frontline civil servants.
The curriculum centers on core practical skills that frontline officials need, covering building register and illegal structure management, personal data protection practices, data linkage procedures, Seumteo statistical functions, and civil complaint-handling techniques.
The second-half sessions have been designed to proactively reflect key government priorities. In line with the Ministry of Land, Infrastructure and Transport's announcement of a "rational management plan for illegal structures," the training will cover procedures for handling a newly planned civil complaint service — tentatively named the "specific building legalization application" — to prevent confusion at service counters and improve user convenience.
In addition, a module on "building register data quality improvement" has been added in line with the government's national AI strategy. The aim is to enhance the accuracy and reliability of building administration data and secure high-quality foundational datasets for future AI applications in the construction sector.
Kim Nam-seong, head of the Korea Real Estate Board's Housing Supply Support Division, said strengthening the practical capabilities of frontline civil servants in step with the cloud transition and key government initiatives is essential to improving the quality of administrative services. "We will continue providing training and support so that swift and accurate digital building administration can take firm root on the ground," Kim said.
Meanwhile, the Korea Real Estate Board recently received the deputy prime minister's award in the "public institution AI innovation challenge" category at the 2026 Public Institution AI Innovation Achievement Competition.
