Meeting to cover advanced industry, regional growth and startup regulations
About 100 officials from public and private sectors to attend; KTV to broadcast live
President Lee Jae Myung will chair the second plenary session of the Regulatory Rationalization Committee at Cheong Wa Dae on Friday, launching a sweeping push to ease regulations in support of cutting-edge industry development, regionally led growth and a national shift toward an era of entrepreneurship.
Cheong Wa Dae announced Tuesday that Lee will preside over the session on Friday. It will be the second full committee meeting since the first was held in April, and is expected to cover the direction and specific measures for regulatory reform aimed at fostering advanced industries, driving locally led growth and ushering in a new era of national entrepreneurship.
About 100 people from the private sector, government and Cheong Wa Dae will attend. On the private side, three vice chairpersons and 25 civilian committee members will be joined by some 40 business representatives and experts invited to share on-the-ground difficulties and recommendations related to the agenda items.
From the government, 17 officials will attend, including the prime minister; ministers and vice ministers from the Ministry of Economy and Finance, Ministry of Science and ICT, Ministry of Interior and Safety, Ministry of Agriculture, Food and Rural Affairs, Ministry of Trade, Industry and Energy, Ministry of Health and Welfare, Ministry of Climate, Environment and Energy, Ministry of Employment and Labor, Ministry of Land, Infrastructure and Transport and Ministry of SMEs and Startups; the head of the Office for Government Policy Coordination; the chairs of the Korea Fair Trade Commission and Financial Services Commission; and the heads of the Ministry of Government Legislation, Ministry of Food and Drug Safety and Korea Customs Service. Cheong Wa Dae will be represented by the chief of staff, the policy chief, the national strategic investment adviser, the fiscal planning adviser, and senior secretaries for economic growth, social affairs and AI future planning.
The meeting will open with a national ceremony and remarks by the president, followed by agenda presentations from ministry officials and an open discussion led by private-sector participants. In the first session — focused on regulatory reform to support advanced industry development and regionally led growth — the Office for Government Policy Coordination will present the direction for regulatory rationalization in support of mega-projects and the five-hub, three-special-zone growth engine initiative.
Then, the Office for Government Policy Coordination, Ministry of Trade, Industry and Energy, Ministry of Science and ICT, Ministry of Land, Infrastructure and Transport, Ministry of Health and Welfare and Ministry of Food and Drug Safety will each present plans to address regulatory obstacles raised by industries in the field — covering robots, semiconductors, AI data centers, self-driving cars and biotech, respectively, which are the core growth engines of the five-hub, three-special-zone framework. Committee members, private companies and experts will then engage in open discussion.
In the session on regulatory reform for the transition to a national era of entrepreneurship, the Ministry of SMEs and Startups will present a plan to rationalize regulations on startup companies, while the Office for Government Policy Coordination, Ministry of Land, Infrastructure and Transport and Ministry of Climate, Environment and Energy will present plans and case studies for redesigning administrative paperwork requirements for startups. An open discussion on how to overhaul unreasonable regulations affecting new businesses will follow.
The second plenary session of the Regulatory Rationalization Committee will be broadcast live on KTV so that the public can watch the proceedings in real time.
