Built on a 91.7% pledge fulfillment rate from the previous term, the district's 'City Level-UP' initiative launches eight key commitments shaped by residents
Gangdong-gu in Seoul announced Tuesday that it has finalized 111 campaign pledge projects under the vision "Gangdong, a major city that raises the standard of living," marking the 100th day of District Mayor Lee Su-hee's new term on Thursday.
The pledges for the new term were designed on the foundation of the previous term's strong administrative record — a 91.7% pledge fulfillment rate — with a focus on translating the urban development groundwork laid during that period into tangible improvements in residents' daily lives.
Drawing on proven achievements such as the confirmation of the GTX-D line's routing through Gangdong-gu and the completion of Olympic Park Foreon, the district will pursue eight key resident commitments under its "City Level-UP" initiative, aimed at raising both urban competitiveness and quality of life.
Residents' voices were incorporated throughout the entire pledge-drafting process. It began during the campaign with a public suggestion channel called "Tell Candidate Lee Su-hee," and continued after the election through a program titled "The New Term — We're Listening," which gathered policy proposals and everyday concerns from residents across different areas of the district.
The district then conducted a survey to identify residents' priorities and, following a thorough review and approval by a citizen pledge-evaluation panel on Sept. 10, finalized the full list of commitments.
The 111 projects are distributed across eight policy areas: transportation, urban development, environment, welfare, education, culture and sports, economy, and administrative safety.
Key initiatives include a push to designate Gangdong-gu as Seoul's first International Baccalaureate education internationalization special zone — laying the groundwork for next-generation public education — and the establishment of a district mayor-led reconstruction and redevelopment task force to accelerate housing improvement projects.
Additional priorities include expediting the GTX-D line's routing through the district to position it as a major metropolitan transit hub, shortening headways on subway lines 5, 8 and 9 to ease commuter congestion, and developing the Gangdong Han River Greenway to expand eco-friendly leisure and recreation spaces.
To ensure the pledges are carried out without delay, the district will operate a standing management system moving from implementation plans for each project, to regular progress reviews, to periodic public disclosure. Progress reports and budget execution records will also be posted on the district's website so residents can check the status of any project at any time.
"These pledges for the new term are a precious commitment completed together with our residents, reflecting their candid voices from the planning stage all the way through to final approval," Lee said. "Building on the proven track record of the previous term, we will push forward with all 111 projects without wavering and decisively raise the standard of living for the 500,000 residents of Gangdong."
