Seoul's Nowon-gu held a meeting of its Community Social Security Council representative body Tuesday and approved the 6th Nowon-gu Community Social Security Plan.

The meeting was led by co-chairs Nowon-gu District Mayor Seo Jun-o and Park Ji-eun, director of the Seoul Metropolitan Nowon Senior Welfare Center, with 30 council members in attendance.

The 6th plan — the main item on the agenda — is a statutory four-year plan required under the Social Security Benefits Act and will run from 2027 to 2030. Built around the vision of "welfare enjoyed in everyday life, a happy Nowon built together," the plan is organized into a community social security project strategy framework (five strategies, 31 projects) and a community social security development strategy framework (four strategies, 24 projects).

The project strategy framework is built around five strategies — a Nowon where residents feel secure through care, a Nowon where employment and self-reliance are connected, a Nowon where culture and leisure provide rest, and a Nowon where residents can stay with peace of mind — encompassing a broad range of initiatives including integrated medical and long-term care support, expansion of senior employment programs tailored to Nowon, and operation of a mental health support center. The plan aims to cover residents' lives comprehensively, addressing not only welfare and care but also employment, health, culture, safety and climate crisis response.

To develop a substantive 6th plan, the district went through a range of steps beginning with a kickoff briefing in April, followed by a resident social security needs survey and analysis, in-depth focus group interviews with policy stakeholders and community members, roundtable discussions, and inter-departmental consultations.

The approved plan is scheduled to be submitted to the Seoul Metropolitan Government in October.

"The 6th Community Social Security Plan focuses on building a practical social security framework that residents can directly feel and experience in their daily lives," District Mayor Seo said. "We will faithfully reflect the wide range of opinions discussed today and, drawing on Nowon-gu's strong public-private partnership, work to build an even more comprehensive welfare safety net."
