Legal basis to be established under National Data Framework Act; new body to inherit functions and obligations of both institutions

South Korea's Ministry of Statistics plans to merge the Korea Statistical Information Service and the Korea Statistics Promotion Institute into a new special-purpose legal entity called the Korea Data Service. The consolidation aims to bring together the two institutions' specialized statistics and data capabilities and expand their support functions beyond traditional statistics into the broader data sector.

The ministry announced the plan Monday, as a follow-up to a public institution reform initiative announced Sept. 3.

The Korea Data Service is set to operate as a dedicated agency supporting the implementation of national data policy and carrying out related projects. The ministry plans to include the legal basis for the new body in the National Data Framework Act, which it is currently working to enact, and to have the new institution inherit the functions, rights and obligations of both the Korea Statistical Information Service and the Korea Statistics Promotion Institute.

The ministry said it would work with both institutions to carry out the integration process in stages in line with the legislative timeline, with the Korea Data Service to launch when the law takes effect. No specific launch date has been announced.
