A citizen panel tasked with monitoring the campaign pledge fulfillment of Gangneung Mayor Kim Jung-nam officially launches Monday.

The panel is composed of residents selected through open recruitment and random lottery, along with field experts, and will review the progress of campaign pledges made under the ninth directly elected municipal administration and offer recommendations.

Gangneung plans to hold the first meeting of the citizen pledge evaluation panel Wednesday to finalize the campaign pledge implementation plan for the ninth administration.

Panel members will be divided into subcommittees, each reviewing the implementation plans for pledges under their purview and offering a range of opinions through briefings, questions and discussions with the responsible city departments.

Findings from each subcommittee will be shared and deliberated at plenary sessions, ensuring that residents' views are fully reflected throughout the pledge management process.

Through the panel, Gangneung aims to expand direct citizen participation — from setting the direction of pledge implementation plans to monitoring and evaluating their progress — and to strengthen follow-through on campaign pledges based on public input.

"Campaign pledges are promises made to the people, so citizen participation is essential at every stage — from planning to monitoring and evaluation," Mayor Kim said. "We will actively incorporate the panel's diverse opinions into our pledge projects and do our utmost to deliver results that residents can truly feel."
