The two organizations join hands to develop tailored support policies for small business owners, sharing big data analysis on foot traffic, sales, rent and other local commercial district indicators
Geumcheon-gu announced Friday that it had signed a big data-based cooperation MOU with the Seoul Credit Guarantee Foundation at the district office to share and analyze data on local commercial districts and small business owners.
The agreement aims to systematically share and analyze data related to local commercial districts and small businesses, track current conditions and changes in those districts, and identify and advance data-driven, tailored support policies.
At the signing ceremony, the Seoul Credit Guarantee Foundation assessed the financial environment of Geumcheon-gu's local commercial districts and small business owners, examining the scale and quality of their loans. It analyzed the proportion of high-interest-rate debtors and multiple debtors, classifying them into four groups — clean debtors, multiple-debt caution cases, high-interest-rate risk cases and delinquency warning cases — and proposed targeted policy measures for each group.
The foundation also presented data on local commercial district conditions and characteristics — including changes in foot traffic, sales, store counts and rent — and shared directions for applying data-driven policy.
Under the MOU, Geumcheon-gu and the Seoul Credit Guarantee Foundation will cooperate on sharing and analyzing data on local commercial districts and small business owners, tracking conditions and changes by district, analyzing the business and financial environment of small business owners, and identifying support policies based on the findings.
Geumcheon-gu said it plans to use the analysis results to understand the commercial characteristics of different areas and industries, as well as the business and financial conditions of small business owners, and to link those findings to support programs to improve policy effectiveness.
The district office said it has long worked with the Seoul Credit Guarantee Foundation on small business support, including financial assistance and management consulting, and added that it intends to expand data-based policy cooperation following the signing.
"Data utilization is essential for accurately understanding the current state of local commercial districts and small business owners, and for providing the right support at the right time," Geumcheon-gu District Mayor Choi Ki-chan said. "Through cooperation with the Seoul Credit Guarantee Foundation, we will actively apply local commercial district data to policy and strengthen tailored support that small business owners can actually feel."
