2026 first supplementary budget of 47.8 billion won approved with amendments
The Gangnam-gu Council held its third plenary session Tuesday, wrapping up the 337th first regular session, which ran from Sept. 8 through Sept. 15.
The session took up four agenda items: approval of the fiscal year 2025 final accounts, approval of fiscal year 2025 general and special account reserve fund expenditures, the 2026 first supplementary budget bill, and a revision to the 2026 first fund management plan.
The 2026 first supplementary budget submitted by the executive branch totaled 47.8 billion won ($34.5 million). Of that, 21.51 million won was cut from projects deemed to have low effectiveness under the general account expenditure budget and reallocated as reserve funds. The revised fund management plan, covering five funds including the small and medium-sized enterprise development fund and totaling 20.7 billion won, passed as originally submitted.
Lee Sang-ae, chair of the budget and accounts special committee, said in her review report that the committee "did its utmost to include only projects truly necessary to improve residents' quality of life, so that the supplementary budget and fund management revision would be one that residents can understand and trust."
The session also passed two lawmaker-initiated ordinance amendments: a partial revision to the Gangnam-gu travel expense ordinance for local civil servants, sponsored by council member Kim Yun-hui and eight others, and a partial revision to the ordinance on the establishment and operation of community centers in Gangnam-gu, sponsored by council member Lee Dong-ho and 14 others. In total, 15 items were processed, including other agenda items and a resolution calling for a route change on the second construction section of the Suseo-Gwangju double-track railway.
