A 24-hour emergency response system will be in place from Wednesday through Sunday for the chuseok holiday period, covering vulnerable resident care, price stability, safety inspections, and medical services.
Gwanak-gu will roll out a comprehensive chuseok holiday plan from Wednesday through Sunday to help residents enjoy a safe and comfortable holiday.
The district has prepared a proactive, wide-ranging set of measures focused on four key areas closely tied to residents' daily lives: livelihoods, safety, lifestyle services, and public service integrity.
To respond to emergencies during the holiday, the district's integrated situation room and disaster safety operations center on the first floor of the district office will operate around the clock. Dedicated response teams covering transportation, medical services, and sanitation will also be activated to minimize gaps in public administration and address resident concerns promptly.
On the livelihood front, the district will work to minimize care gaps for vulnerable residents. It will check on 3,500 high-risk individuals — including elderly people living alone and people with disabilities who have difficulty moving around — before and after the holiday, using a community safety network and a smart welfare check service. For 165 high-risk individuals facing social isolation, including middle-aged single-person households, IoT-based smart care services will be switched to an emergency operating mode.
About 1,550 children at risk of going without meals will receive alternative meal support through group catering, dosirak delivery, and the Kkumnamu Card program. Some 17,500 households receiving basic livelihood or medical benefits will each receive 40,000 won ($29) in holiday relief payments.
To keep holiday prices in check, the district will monitor price trends for 16 key consumer items. Traditional markets and hypermarkets will be inspected for compliance with price-labeling requirements and for unfair trading practices, with the aim of stabilizing the cost of holiday shopping.
A round-the-clock disaster response system will be maintained, and 569 construction sites and vulnerable facilities will be inspected in advance to prevent accidents during the holiday. In the event of heavy rain, access to rivers will be proactively restricted in line with flood-control guidelines, and river patrol teams will be deployed to prevent people from becoming stranded. Safety and hygiene inspections will also be conducted at public-use facilities, gas installations, roads and park structures, and businesses that manufacture or sell chuseok seasonal foods.
To prevent a gap in medical services during the holiday, the internal medicine clinic at Gwanak-gu Public Health Center will operate on chuseok day itself, Friday. A medical information team will run from Thursday through Sunday to guide residents to clinics and pharmacies that remain open during the holiday.
A traffic complaint center will operate around the clock to handle illegal parking reports quickly. Three public parking lots — at Sinwon Market, Seowon-dong No. 1 Public Lot, and Inheon Market — will be open free of charge from Thursday through Saturday, while Samsung-dong No. 1 Public Lot and the Gwanak-gu District Office annex parking lot will offer free parking from Thursday through Sunday.
A waste management operations center will also run throughout the holiday to monitor garbage collection and conduct area patrols. Residents may not put out waste from Thursday through Friday; disposal will be permitted again from 6 p.m. on Saturday.
"We will carry out sector-by-sector measures — covering livelihoods, safety, transportation, sanitation, and medical services — without a hitch, so that all residents can enjoy a safe and comfortable chuseok holiday," District Mayor Park Jun-hee said. "We will maintain a thorough emergency response system throughout the holiday and do our utmost to prevent inconvenience and accidents."
