Concerns are mounting that the Songdo Waterfront project could face schedule delays after Incheon cut 30 billion won ($22.4 million) from this year's budget for the project. The waterfront development is a long-standing priority for Incheon's Songdo International City.

The Incheon Metropolitan Government reduced the Songdo Waterfront project budget by 30 billion won through its second supplementary budget for 2026. The cut amounts to 40 percent of the 75 billion won originally allocated in this year's main budget.

The Incheon Metropolitan Council has raised the issue by linking the Songdo Waterfront budget cut with the deposit of development funds.

The question is whether it is appropriate to adjust project budgets when Songdo Waterfront and other major projects will need hundreds of billions of won in funding going forward. At the same time, the question is whether the city should deposit funds that could be used for economic free zone development into its integrated management fund.

During the Incheon Metropolitan Council's Industry and Economy Committee review of the supplementary budget, three issues emerged as major points of contention. They included the 30 billion won cut to the waterfront project budget, adjustments to budgets for other major Songdo projects, and the plan to deposit 330 billion won.

Council members said the focus should be less on this year's budget cut and more on establishing a concrete funding plan. Such a plan would ensure the project's future budget needs are secured as planned.

Budgets for major Songdo projects are being adjusted one after another. There are also concerns that depositing funds needed for future development projects into a separate fund could weaken the economic free zone's own capacity to carry out its projects.

The city government maintains that the budget cut should not be interpreted as a scaling-back or cancellation of the project.

Officials explained that the adjustment accounts for this year's project conditions and the actual feasibility of executing the budget, targeting funds that could not be spent within the year. It does not eliminate funding needed for the project going forward.

However, the local community is concerned that this budget adjustment could lead to further schedule delays, given that the Songdo Waterfront project's timeline has already been adjusted multiple times.

Particularly with a large-scale investment of 465.4 billion won planned for after 2027, there are concerns that failing to secure annual budgets as planned could affect the overall project schedule.

The Songdo Waterfront project is a large-scale undertaking to connect waterways and lakes within Songdo to create waterfront spaces, securing disaster-prevention functions along with recreational and tourism functions. Locally, it is regarded as key infrastructure that will boost Songdo's urban competitiveness.

Whether this budget adjustment turns out to be a simple change in the annual execution plan or leads to an actual delay in the project schedule remains to be seen. It will depend on how quickly the Incheon Metropolitan Government secures the necessary funding going forward, according to the analysis.

Incheon Metropolitan Council Member Lee Kang-gu, representing Yeonsu-gu's 5th district, said during the third plenary session of the council's 313th special session on Thursday, "There are concerns that the Songdo Waterfront budget cut could cause delays to the project."
