Up to 35 floors, 464 units — first designation request among Sanggye-dong fast-track advisory projects; Hansin 1 and 2 to follow, with some 6,000 units set for reconstruction across four complexes

Nowon-gu said Monday it had formally asked the Seoul Metropolitan Government to designate the Sanggye Hansin 3 apartment complex as a maintenance zone and approve a redevelopment plan for the site.

The request marks the first time a complex in the Sanggye area has reached the designation stage through the city's fast-track integrated planning advisory process. The milestone signals that reconstruction in the Sanggye area is shifting into high gear, with the entire process — from the initial planning proposal through the fast-track advisory review and a public re-inspection — completed in just 11 months.

Under the proposed redevelopment plan, the Sanggye Hansin 3 complex would be rebuilt as a residential complex of up to 35 floors and 464 units, with a floor-area ratio of 299.93 percent. The plan calls for open frontage within the complex to create a pedestrian-friendly streetscape, along with open community facilities — including a shared childcare center — available to the wider neighborhood.

Strong resident support and active administrative backing from the district office drove the swift progress. From the outset, Nowon-gu worked closely with the Sanggye Hansin 3 Reconstruction Preparatory Committee and the Seoul Metropolitan Government to keep the fast-track advisory review and public inspection procedures on track. The project is widely regarded as a model of public-private cooperation in Nowon-gu reconstruction, with residents and the district administration working in close coordination to accelerate the timeline.

Once the Seoul Metropolitan Government completes its review and formally designates and announces the maintenance zone, the complex will move into the next phase of reconstruction, including collecting consent forms for the appointment of a trust company.

Neighboring complexes are also picking up pace. Sanggye Hansin 1 and 2 are advancing through the planning proposal process — including the fast-track advisory review, public inspection, resident briefings and council consultations — with the aim of submitting the projects to the urban planning committee for review in the second half of this year and securing maintenance zone designation in the first half of next year.

Sanggye Boram Apartments, which sits adjacent to Hansin 1 through 3, recently received approval to form a reconstruction association preparatory committee, further raising expectations for the broader redevelopment of the area. The neighborhood, backed by Suraksan and served by subway lines 4 and 7, the planned Dongbuk light rail line, and nearby elementary and middle schools, is expected to become a residential complex of around 6,000 units once reconstruction of all four complexes is complete.

The reconstruction momentum is spreading across Nowon-gu. Several other major complexes — including Wolgye Samho 4, Wolgye Siyeong high-rise (known as Mimisam), Hagye Hansin Dongseong and Sanggye Jugong 6 — are also awaiting urban planning committee review. Once those projects get fully under way, reconstruction activity across the district is expected to accelerate further.

"We will continue to strengthen administrative support at each stage of the project and actively work to remove unnecessary procedures and institutional obstacles, so that reconstruction projects can move faster and deliver better returns."
