District holds forum Friday at Jamwon-dong community center for eight apartment remodeling associations; district mayor-led 'outreach' unit seeks on-site solutions
"We will back every redevelopment project — remodeling included — so that each one moves forward safely and swiftly."
Those were the words of Seocho-gu District Mayor Jeon Seong-su at a forum held Friday at the Jamwon-dong community center, where he convened apartment remodeling associations under the district's "outreach rapid reconstruction support unit" initiative.
The forum was designed to hear directly from remodeling project sites — concentrated in the Jamwon and Banpo areas — about the challenges they face, and to let the district office and outside experts work through each association's pressing issues together. District Mayor Jeon was joined by representatives and association heads from eight of the 12 active remodeling projects in the district, including the Jamwon Hanshin Royal, Jamwon Family and Banpo Prugio complexes.
The outreach rapid reconstruction support unit operates directly under the district mayor and was launched alongside the ninth elected-term administration. It is a field-centered support system in which the district mayor visits project sites in person to hear concerns and seek solutions. While the unit has focused primarily on reconstruction projects — examining causes of permit delays and resident disputes — Friday's forum marks the start of its expanded mandate to cover remodeling projects as well.
The forum opened with a lecture on "Seoul-style apartment remodeling," covering relevant laws and the project approval process. Unlike reconstruction, remodeling retains the existing structural frame while improving spatial efficiency — a distinction that means different laws, different permit procedures, and a wide range of complex-specific issues to examine, including unit count increases, vertical and horizontal extensions, safety assessments, structural stability and association member cost shares.
The lecture focused on the key points associations must understand as they advance their projects: the differences from reconstruction, safety assessment standards, the characteristics of each remodeling type, and the factors to consider when calculating member cost shares.
Each association then shared its project status, followed by a question-and-answer session with a panel of experts in urban planning, architecture and professional management. Because each association is at a different stage with different conditions, discussions ranged across topics including remodeling permit procedures and the Seoul Metropolitan Government's operational guidelines for apartment remodeling. The district said it plans to act quickly on the feedback gathered at the forum — coordinating with relevant agencies and conducting internal reviews — to reduce factors that cause project delays.
"I hope this forum served as a genuinely useful channel for associations to work through the regulatory, procedural and technical difficulties of apartment remodeling projects on the ground," District Mayor Jeon said. "Going forward, we will spare no effort in providing strong support through the outreach rapid reconstruction support unit for all redevelopment projects — remodeling included — so that every project can proceed safely and swiftly."
