County Chief Jang Shin-sang urges civil servants to 'start with the small things'
Hoengseong-gun in Gangwon Province is tightening oversight of corruption-prone areas — including compliance with civil servant codes of conduct and public fiscal management — and pushing to embed a culture of integrity across its administration.
According to Hoengseong-gun, the county recently convened its second anti-corruption and integrity progress review meeting of 2026, chaired by County Chief Jang Shin-sang and attended by about 30 senior civil servants including directors and department heads. The session provided a detailed check on the county's "one department, one integrity" initiative.
The "one department, one integrity" initiative is one of Hoengseong-gun's core priorities this year.
The county reviewed the progress and outcomes of 26 integrity tasks carried out across 24 departments and examined areas for further improvement.
The meeting took stock of results achieved in organizational culture reform — covering efforts to prevent improper solicitation and improve operational transparency — and discussed concrete remedial measures for areas that had fallen short.
"When each civil servant takes the lead in practicing integrity, starting with the small things, positive change and trust take root across the entire organization," Jang said. He called on all county employees to work together to build a fair and upright Hoengseong-gun grounded in the courtesy and open communication that residents expect.
After the meeting, senior officials held up placards bearing the slogan "Hoengseong — a city that grows through tourism and stands upright through integrity," staging a pledge campaign to reaffirm their commitment to leading by example.
Building on the meeting and campaign, Hoengseong-gun plans to spread integrity leadership from senior officials throughout the organization, foster a workplace culture in which civil servants practice integrity in their daily work, and deliver fair, trustworthy public administration that residents can see and feel.
