The district's digital waste management programs Clean On and Clean Talk prove the value of going paperless — linking field operations and administration for maximum efficiency
Gwanak-gu won the Minister of Science and ICT Award in the digital solution category at ICT Award Korea 2026, recognizing the district's homegrown digital programs for waste management. The award was presented Wednesday.
ICT Award Korea is a domestic digital innovation awards program that evaluates and honors outstanding cases across six categories — including brand, platform, service and marketing — that leverage digital technology and content.
The award recognized the district's achievements in digitizing the collection and transport of household waste. Gwanak-gu co-developed the programs with local contractor Clinten to improve operational efficiency and responsiveness to resident complaints.
The contractor-facing platform, Clean On, supports systematic management of field operations — covering daily operation logs, weigh-station records, attendance, vehicle management and complaint handling — boosting overall work efficiency.
The civil servant-facing complaint platform, Clean Talk, enables fast and efficient processing of household waste-related complaints, strengthening the district's ability to respond to residents.
The initiative is particularly significant for moving away from manual, siloed record-keeping and establishing a new digital work management system that connects field operations with administration. The system allows the district to track household waste collection and transport and manage vehicle and staffing information systematically, laying the groundwork for rapid responses to resident complaints.
In practice, Clean On's systematic management framework was selected as a best-practice case this year during a joint city-district safety inspection of sanitation workers' working environments conducted by the Seoul Metropolitan Government.
Building on this recognition, Gwanak-gu plans to further expand digital innovation in waste administration. The district intends to run pilot operations of Clean On and Clean Talk to improve usability in the field and will continue refining the systems based on user feedback.
"This Minister of Science and ICT Award is the result of our digital innovation efforts to improve efficiency at waste collection sites and reduce inconvenience for residents," District Mayor Park Jun-hee said. "We will continue to do our best to create a more convenient and pleasant urban environment through smart, field-centered waste administration."
