The Ministry of Land, Infrastructure and Transport said Tuesday that a proposed amendment to the concession agreement for the GTX-C metropolitan express rail project had passed review by the Private Investment Project Review Committee.

The amendment reflects changes in project conditions — including a partial cost increase awarded through arbitration by the Korean Commercial Arbitration Board in April — and marks a key procedural step toward normalizing the long-delayed GTX-C project.

The project operator plans to sign a construction contract with the contractor and a financing agreement with investors based on the revised concession agreement, then submit a groundbreaking notice to the ministry before commencing full construction.

"The remaining construction contract and financing agreement are also proceeding smoothly, and we will work closely with the project operator to ensure they are concluded without a hitch," a ministry official said. "We will inform the public promptly and accurately as soon as the full construction start date is confirmed."
