Jungnang-gu has submitted a second supplementary budget of 55.6 billion won ($40.2 million) to the Jungnang-gu Council, aiming to stabilize residents' livelihoods amid high inflation and an uncertain economic environment while keeping key local projects on track.
The supplementary budget focuses on areas closely tied to residents' daily lives, including support for vulnerable groups, public health and welfare, local economic revitalization, urban environment improvements, and the expansion of cultural, sports and education infrastructure.
The proposal will go before the 285th extraordinary session of the Jungnang-gu Council, running from Thursday through Sept. 10, for deliberation before final approval. Once passed, the district plans to move quickly on the related projects.
The first supplementary budget since the launch of the ninth elected administration, the plan builds on major initiatives carried out during the seventh and eighth terms and charts the governing direction for the new administration's continued development of Jungnang.
To support vulnerable residents struggling with high prices, 25.9 billion won has been allocated to welfare and public health.
Key projects include basic livelihood security grants covering subsistence, residential and education benefits at 14.16 billion won; childcare center support including staff wages at 1.74 billion won; parental allowance payments at 1.62 billion won; public health and medical support including COVID-19 vaccination at 1.42 billion won; and job support for people with disabilities and senior citizens at 867 million won.
Funding has also been set aside to stimulate the local economy and create jobs. Key projects include the development of the Jungnang Fashion Support Center (Smart Anchor) at 1.29 billion won; issuance of mobile Jungnang Love gift certificates at 267 million won; the Seoul Companion Jobs and Attractive Jobs programs at 969 million won; and a promising alley commercial district development project at 153 million won.
To help residents live in a safe and comfortable environment, 5.8 billion won has been earmarked for urban environment improvements and facility maintenance. Included are the relocation of the Myeonmok Administrative Complex Town project office at 857 million won; household waste collection, transport and disposal costs at 2.59 billion won; road and drainage facility maintenance at 1.12 billion won; public facility shuttle bus operations at 140 million won; and the expansion of intelligent CCTV coverage at 100 million won.
An additional 4.58 billion won has been set aside to expand facilities that improve access to cultural and sports activities and upgrade the educational environment. Key projects include the construction of a combined Sagajeong library and parking complex at 2.5 billion won; the establishment and operation of a second youth arts and culture creation center at 110 million won; a design study for water sports experiences on the Jungnangcheon stream at 22 million won; and the Jungnang-gu Stepping Stone Mentoring program at 25 million won.
"The first supplementary budget of the ninth elected administration focuses on easing the burden on residents facing hardship from high prices and expanding safety and convenience infrastructure closely tied to daily life," District Mayor Ryu Gyeong-gi said. "Once the budget is finalized, we will push ahead with each project without delay and continue to identify initiatives that meet residents' needs."
