The Seoul Metropolitan Council is accelerating its "digital transformation" drive by appointing new members to the Digital Assembly Committee that will serve alongside the 12th Council.
Council Speaker Im Man-gyun appointed six new members to the Digital Assembly Committee at 3 p.m. Thursday in his office. Composed of council members and IT experts, the committee will begin building a full-scale digital legislative model following the inauguration ceremony.
The 12th Council's Digital Assembly Committee will integrate advanced digital technologies — including AI — into the council's wide-ranging legislative work. That work includes reviewing the Seoul Metropolitan Government and city education office budgets totaling 70 trillion won annually, drafting ordinances and conducting administrative audits. The committee aims to professionalize and streamline local legislative operations while creating a transparent environment where any resident can easily access information.
The committee comprises 11 members in total. Serving through June 2027, the panel will include five Seoul council members, five outside experts with specialized knowledge from academia and industry, and one civil servant — together forming the core of the council's digital transformation effort.
Han Ki-young, elected committee chair and representing Mapo District 2, said he would work hand in hand with all committee members to lead the Seoul Metropolitan Council in driving digital transformation in a rapidly changing AI era.
The committee plans to hold in-depth discussions on a range of digital transformation tasks: building a smart legislative system, supporting data-driven policy analysis and decision-making, and researching ways to adopt new technologies such as AI. The goal is to establish a mid- to long-term digital strategy for the council.
The council also plans to present a standardized digital legislative model applicable not only to the Seoul Metropolitan Council but to local assemblies across the country.
Speaker Im said the digital transformation of local assemblies "is no longer a task that can be put off — it is both an imperative of the times and the key to opening a new future for local government." He added that he expects the Digital Assembly Committee to present a "standard digital legislative model" that will lay the groundwork for smart innovation in local assemblies across South Korea.
