Seoul's Gangseo-gu is strengthening its "policy real-name system" this year to enhance administrative transparency and build public trust in accountable governance, the district announced.
Under the policy real-name system, the district discloses to residents the full process of major policy development and implementation, along with the names of the officials responsible.
Since 2011, the district has managed a total of 439 projects under the system, selecting more than 30 priority projects each year for public disclosure through its official website.
Eligible for disclosure are major policies and systems with a significant impact on residents' daily lives, projects with budgets of 1 billion won ($713,000) or more, research contracts valued at 100 million won or more, and the enactment, revision or repeal of local ordinances related to residents' rights and obligations.
The district plans to identify eligible projects by department, put them through a review process, and publish the final list on its website and the public information disclosure portal by October. It also plans to steadily increase the number of disclosures, focusing particularly on policies that draw strong public interest.
Alongside this, the district will operate year-round a "public request real-name system," through which residents can directly apply to have a policy or project of their choosing disclosed. Any resident with an interest in or questions about a particular project is eligible to apply.
Residents wishing to apply can fill out the application form posted on the district website — under Administrative Information → Policy Real-Name System → Public Request Real-Name System — and submit it by email or post, or visit the Planning and Budget Division at the Gangseo-gu office in person. Requests for information exempt from disclosure under the Information Disclosure Act, or submissions that amount to routine complaints rather than genuine policy inquiries, will not be accepted.
"The policy real-name system and the public request real-name system are important mechanisms for improving policy transparency and guaranteeing residents' right to know," district mayor Jin Kyo-hoon said. "We will continue to expand the scope of disclosed projects and strengthen outreach efforts so that residents can more easily access information on major policies."
