Minister inspects Singil 2 urban public housing complex zone
'Where private redevelopment stalled, public sector will move fast'
Land Minister Kim Yun-deok visited the Singil 2 urban public housing complex zone on Thursday to inspect the site and pledge to residents that the project would move forward without delay.
Kim attended a community meeting with resident representatives at the Singil 2 residents' council office in Yeongdeungpo-gu, Seoul, that afternoon. Yeongdeungpo-gu District Mayor Jo Yu-jin and Kang O-sun, head of LH's regional balance division, also attended.
"This Singil 2 zone is a place where a long-running private redevelopment effort came to a halt," Kim said. "It was designated a public-led urban public housing complex zone in 2021 and has come back on track since then."
The urban public housing complex project allows public housing developers to take over and redevelop aging transit-oriented areas and low-rise residential neighborhoods where private-led redevelopment has proven difficult. Streamlined procedures — including simplified cooperative formation and management and disposal planning — let projects advance faster than private-sector alternatives.
The Singil 2 zone covers the area around 205-136 Singil-dong in Yeongdeungpo-gu, Seoul. It was designated a New Town district in 2008 but saw its project halted in 2014 when it was removed from the redevelopment zone list. The zone was selected as an urban complex project zone in December 2021, and a residents' council was formed the following July.
The project has since received plan approval and selected a complex project participant. Compensation preparations are now underway with a target ground-breaking in 2028. The development is planned to comprise 1,332 units in a building of up to 45 stories, with move-in scheduled for the second half of 2032.
"When private redevelopment doesn't go well, it drags on indefinitely and leaves a lot of wounds along the way," Kim said. "Public urban projects face a lot of opposition and show few visible results, so even at the Ministry of Land, Infrastructure and Transport we agonized over this — but I'm grateful that the project has moved this quickly." He added that the ministry would do its utmost to make Singil 2 a project it could be proud of.
District Mayor Jo said she hoped the urban public housing complex project would move swiftly so residents could enjoy a beautiful and happy new home. She added that compensation consultations were underway and that the district office would oversee the entire process — including relocation and demolition — with active and careful attention.
Kim Myeong-hui, chair of the Singil 2 residents' council, said she would work alongside the LH division head to make Singil 2 a model for urban complex projects.
Meanwhile, the urban public housing complex program currently has 47 candidate sites under announcement and management. Of those, 10 sites — including Singil 2 — covering 15,000 units have received project approval. Ground-breaking is planned to proceed in sequence this year, starting with the Jemupo Station site.
