Practical classification standards set for industrial goods; uncertainty resolved for ship-part molds and functional fibers

The Korea Customs Service published its fourth set of tariff classification rulings this year, finalizing the commodity codes that determine duty rates and country-of-origin status for imported goods.

The agency said Thursday it had resolved nine classification cases at the fourth session of the Tariff Classification Committee for 2026 and published the resulting amendments to the "Notice on Changes in Tariff Classification for Export and Import Goods" in the official gazette.

The committee assessed each item by examining its essential characteristics — including manufacturing processes, production stages, and changes in properties or function caused by chemical modification — to provide concrete classification standards applicable in industrial settings.

In one ruling, the committee classified a mold used to manufacture rudder stocks — a key component of ship steering systems — not as a metal-forming mold (HS 8480.49-0000, 0 percent under the Korea-China FTA) but as an ingot-casting mold (HS 8454.20-0000, 8 percent basic tariff).

The committee found that the product cast in the mold undergoes a forging process using a press, during which its length increases substantially — from roughly 2,755 millimeters to as much as 13,876 millimeters — and that the resulting piece is a simple material that does not resemble the finished product. On that basis, the committee determined the output qualifies as an "ingot" and classified the mold accordingly as an ingot-casting mold.

The ruling establishes that a mold cannot be classified solely on the basis of its name. Classifiers must also examine the nature of the product it produces and the stage of production involved. The agency expects the decision to reduce classification uncertainty for similar goods.

In a separate case, the committee reviewed the correct classification for a functional fiber made by heat-treating polyacrylonitrile (PAN)-based acrylic fiber for use in firefighting gear and insulation materials, deliberating between acrylic staple fibers (HS 5503.30-1000, 8 percent basic tariff) and other synthetic staple fibers (HS 5503.90-0000, 8 percent basic tariff).

The committee ruled the fiber falls under "other synthetic staple fibers," citing two key factors: the heat-treatment process chemically alters the molecular structure of the PAN fiber so that it no longer retains the properties of acrylic fiber, and the resulting material functions as an independent advanced material with heat resistance and insulating properties.

The decision sets a standard that advanced functional materials should be classified not solely on the basis of their starting raw material, but by accounting for the chemical changes that occur during manufacturing and the new properties and functions the material acquires as a result.

The Korea Customs Service said it will continue to develop rational and consistent classification standards for a wide range of goods — including those in emerging industries and advanced materials — through the Tariff Classification Committee, with the aim of streamlining customs clearance for businesses and enabling Korean companies to focus on international trade without uncertainty over tariff classifications.

The agency also operates a pre-clearance tariff classification system under which importers and exporters who have difficulty classifying goods on their own can request a binding ruling before filing a customs declaration. Applications are accepted through the Korea Customs Service's electronic customs system, Unipass.
