The transition committee for the ninth directly elected Daegu mayor published a white paper Monday documenting its 23 days of activity in detail.

The committee had previously held a press briefing on June 29 to release its policy proposals, which included the city administration's vision and suggestions submitted by residents.

The white paper covers the committee's formation, policy proposals, activities by subcommittee, the mayor-elect's schedule and the inauguration ceremony — laying out in detail the key preparations for the launch of the ninth elected city administration.

The vision the committee proposed for the new administration is "Change and Growth, a Better Daegu," with five governing goals: a sweeping economic transformation to open the future, cultural happiness for all, a spatial overhaul to transform daily life, safety and welfare that protects everyone, and an empathetic city government built with citizens.

Key policy tasks to achieve those goals include operating an emergency economic response council, attracting major domestic and foreign corporations, building an AI-transformation innovation ecosystem, developing Daegu as a youth-led growth city, creating a child-friendly birth and parenting environment, revitalizing the city through culture, and pursuing a large-scale urban spatial transformation.

The committee also added 12 tasks — drawn from citizen suggestions submitted through a communication platform, campaign pledges from other candidates, and newly identified policy needs — that scored high on both necessity and feasibility, bringing the final total to 200 tasks across five areas.

Transition committee chair Kwak Dae-hun said he hoped the white paper would serve as "the first milestone of the ninth elected administration and a foundation for realizing change, growth and a better Daegu."

Daegu Mayor Choo Kyung-ho called the white paper "a precious record capturing the deliberations and activities of the transition committee that prepared for the launch of the ninth elected administration, along with the diverse views of citizens and experts."
