Gwanak-gu, led by District Mayor Park Jun-hee, has ranked first among Seoul's 25 autonomous districts in the 2026 Government Joint Evaluation administered by the Ministry of Interior and Safety — becoming the only district in the city to receive the top "first-grade" rating for four consecutive years.
The Government Joint Evaluation is a system through which the Ministry of Interior and Safety assesses the administrative capabilities of local governments across the country's 17 cities and provinces, examining the efficiency and effectiveness with which they carried out national delegated affairs, national subsidy projects and key national policy initiatives over the preceding year.
Building on the ministry's assessment, the Seoul Metropolitan Government conducts its own joint evaluation of the 25 autonomous districts, scoring them across 47 quantitative indicators and nine qualitative indicators to determine final ratings.
Gwanak-gu met the targets for 44 of the 47 quantitative indicators, recording a high overall achievement rate.
The district was recognized for its administrative efficiency and effort after posting strong results across five quantitative indicators: the senior employment target achievement rate, the disability sports voucher utilization rate, the greenhouse gas reduction target achievement rate, the latent tuberculosis treatment management rate among contacts of tuberculosis patients, and the community dementia management rate.
In addition, the district scored full marks across all nine qualitative indicators, the result of systematic performance management that included developing action plans for each indicator and holding progress-reporting sessions.
Gwanak-gu was also named the most-cited district in the qualitative evaluation's "Seoul Outstanding Cases" category, which assesses identifying exemplary policy cases, establishing evaluation preparation plans, holding progress-reporting sessions and conducting staff education. The distinction earned the district bonus points and further recognition for top-tier administrative capacity.
Based on the results, the district plans to analyze the causes behind any indicators where targets were not met, develop improvement measures, and continue identifying policy best practices in preparation for next year's Government Joint Evaluation.
"Ranking first in Seoul and being the only district to earn the top rating for four consecutive years is the result of every staff member working together with one purpose, and a meaningful recognition of the policies we have consistently pursued to improve residents' quality of life," a district official said. "We will continue to build a better Gwanak through proactive and innovative administration that residents can feel in their daily lives."
