'No-spec' recruitment open to young residents of Daejeon, Sejong, South and North Chungcheong provinces
Daejeon, which has declared itself a "Youth Special City," has launched a public recruitment drive for a youth special adviser.
The city announced Wednesday that it is accepting applications for a youth special adviser — a local special-appointment position equivalent to Grade 5, with one vacancy — as the first step toward realizing its core vision of becoming a "Youth Special City" under the ninth elected administration.
The hire is intended to address growing demand for youth policy and to incorporate diverse youth perspectives into city governance. The adviser will be responsible for policy planning to advance the Youth Special City vision, identifying Daejeon-specific youth support projects, gathering on-the-ground youth opinions and providing policy advice, and assisting the mayor in youth policy decisions.
The recruitment will be conducted through a "no-spec" process — with no restrictions on educational background or work experience — to give young people an equal opportunity to apply. Any South Korean between the ages of 25 and 39 as of the announcement date who is registered as a resident of Daejeon, Sejong, South Chungcheong or North Chungcheong Province is eligible.
The selection process consists of a first-round document review and a second-round interview. In the document review, applicants will be evaluated on the creativity and feasibility of their policy proposals — centered on the Youth Special City vision — as well as their understanding of youth issues.
In the interview round, candidates will give a five-minute presentation using slides based on their submitted policy proposal. They will be assessed on policy planning ability, logical reasoning and communication skills before a final candidate is selected.
Applications must be submitted in person or by mail to the recruitment team at Daejeon City's Personnel Innovation Division between Friday and Tuesday.
Daejeon Mayor Heo Tae-jeong said the youth special adviser "will play a vital bridging role, channeling youth perspectives and ideas into city administration and connecting young people with the governing process." He added that he looks forward to "the participation and attention of young people with passion and fresh ideas who want to help build Daejeon as a Youth Special City."
