Nowon-gu District Mayor Seo Jun-o delivered his inaugural address and unveiled his vision for the district's ninth elected-term administration at a ceremony held Friday at Nowon Citizens' Hall.

The inauguration, attended by community leaders and residents from across the district, marked the start of the new term and served as a platform to share the future vision Seo plans to build together with residents.

The event opened with a performance by the Nowon District Women's Choir and proceeded through an opening declaration, introductions of distinguished guests, a video of residents' wishes, congratulatory messages, guest speeches, the inaugural oath, a presentation of the ninth-term Nowon vision, and a paper-airplane performance.

In his address, Seo outlined the administrative direction and vision for the term, pledging to create a more livable Nowon through open communication with residents.

He presented six core visions for the term: an economic innovation city, a premium residential city, a transportation hub city, a healing culture city, a creative education city and an inclusive welfare city. He also announced a governing blueprint that includes establishing Seoul Digital Bio City (S-DBC), developing the Gwangun University Station transit-oriented area, and building an advanced research and development complex at the Korea Electric Power Corporation Human Resources Development Institute. The plan also calls for accelerating reconstruction and redevelopment projects, expanding the metropolitan transportation network, building a lifestyle garden system, expanding education infrastructure, and introducing life-cycle-tailored welfare policies.

"I will find answers in the field, not behind a desk, and work through problems together with residents," Seo said. "I will make the district's governing vision — 'A New Leap Forward: Nowon, the Future Economic City Opening Tomorrow' — a reality, driven by the three core engines of an economic innovation city, a premium residential city and a transportation hub city."
