Daegu Mayor Choo Kyung-ho opened his first day in office Tuesday by convening a dosirak working lunch with senior city officials, reviewing city administration and calling for a practical, citizen-centered approach to governance.

Choo met with directors and bureau chiefs at City Hall to share priorities and discuss the overall direction of city management.

At the meeting, he outlined key tasks including strengthening disaster response systems, expanding youth policy, ensuring fair personnel management, improving organizational culture and maintaining active communication with the media.

On disaster preparedness, Choo said officials should "treat the lives and safety of citizens as the top priority and leave no gaps in our response."

On youth policy, he said the city would recruit a special youth adviser through an open application process to bring a wider range of young voices into city administration.

On personnel management, he reiterated the principle of fair and transparent appointments based on ability and performance, urging officials to build greater trust within the organization.

Choo also stressed the importance of engaging with the media.

"The press is a vital channel connecting citizens to the administration, and the starting point for policy and governance," he said, calling on officials to proactively explain matters that citizens want to understand and to respond swiftly.

"All policies must be pursued under the principle of empathetic governance — governance in which citizens are the true owners," Choo said. "Please work to ensure that a spirit of service to citizens takes root throughout the entire civil service."
