Ministry of Land, Infrastructure and Transport ODA project 'National Highway Smart Road Management Master Plan' now enables Peru to secure government-level organization and budget
South Korea's smart road management system has been adopted as a national statutory plan in Peru.
The Ministry of Land, Infrastructure and Transport announced Friday that the "Peru National Highway Smart Road Management (Disaster and Traffic) Master Plan," developed through an official development assistance project, has been officially adopted as a statutory national plan by the Peruvian government.
Peru's Ministry of Transport and Communications promulgated the statutory plan Thursday (local time), formally recognizing South Korea's road management policy and intelligent transport systems technology at the national policy level. With Korea's road network development consulting results now enshrined in Peruvian law, the Peruvian government can move forward with securing the organizational structures and budgets needed to implement the policy.
If road network construction projects are tendered in Peru going forward, South Korean private companies can expect follow-on business opportunities. A similar precedent was set in Colombia, where an ODA project to establish a national intelligent transport systems master plan — carried out in 2019 — received approval from Colombia's transport ministry and was adopted as a statutory plan in 2022, subsequently generating active follow-on projects and private-sector market entry.
The master plan ODA project was carried out by a consortium led by Korea Expressway Corporation — comprising Korea Expressway Corporation, Dongmyung Engineering Consultants and Izensys — from July 2024 to June 2025. The consortium established a smart road management master plan for a 1,560-kilometer stretch of the Pan-American Highway between Trujillo and Arequipa, a key national arterial route in Peru, and identified follow-on projects.
The plan also identified 13 short-term intelligent transport systems services to be introduced in phases through 2035 to minimize accident and disaster damage, and established a conceptual design and implementation plan for a priority section spanning 133.2 kilometers.
Beginning in July, the Ministry of Land, Infrastructure and Transport will conduct a feasibility study for the follow-on "Peru Lima–Chancay Smart Intelligent Transport Systems Construction Project" through its transport ODA program. The project is expected to accelerate the full-scale rollout of intelligent transport systems in Peru while further strengthening the foundation for Korean companies to expand overseas.
Kim Seok-gi, director general of the ministry's construction policy bureau, said the ODA project had "systematized Korea's road and traffic operation experience to suit local conditions in Peru," adding that it is expected "to contribute not only to improving the safety and operational efficiency of Peru's national highways, but also to supporting Korean companies' overseas expansion."
A commemorative ceremony was held in Peru to coincide with the statutory plan's adoption, featuring a keynote address on intelligent transport systems by Korea Expressway Corporation, a master plan presentation by Peru's Ministry of Transport and Communications, and a panel discussion among relevant agencies.
