The incoming ninth-term administration of Hongcheon-gun in Gangwon Province, led by county chief-elect Shin Young-jae, is strengthening coordination between its transition committee — chaired by Shin Do-hyeon — and county office working-level departments to improve the delivery of campaign pledges.
Hongcheon-gun said it is conducting a series of working-level review sessions on campaign pledge implementation through June 26, aimed at establishing a systematic execution plan for the pledges made to residents.
The sessions cover all 153 campaign pledge projects of the incoming administration, comprehensively examining their feasibility, fiscal conditions, institutional foundations and annual implementation plans.
The incoming Hongcheon county administration has laid out its governing vision around five flagship campaign pledges: introducing a rural basic income, building the foundation for a next-generation convergence city connecting Hongcheon to the Greater Seoul area, establishing Hongcheon as a national antibody cluster biotech hub, fostering a Hongcheon-style agricultural machinery and farm supplies industry, and carrying out a mini new-town urban renewal and design improvement project in the county seat.
The administration also plans to pursue 153 detailed pledge projects built around six core policy goals: a Hongcheon economy where three generations can prosper together; farming without worry and with reliable income; warm healthcare and welfare for a happy Hongcheon; completing a locally accountable education and lifestyle zone; realizing trustworthy public administration; and creating a vibrant city of culture, arts, tourism and sports that draws people in.
Since its launch on June 10, the transition committee has broadly reviewed residents' opinions and the direction of regional development through briefings on key county issues, departmental work reports, policy forums and field visits. Through the current review sessions, it plans to develop the pledge projects into concrete implementation plans.
On Monday, the first day of the review sessions, the county health center and agricultural products distribution unit participated, reporting on pledge implementation plans focused on healthcare and medical services and measures to strengthen the competitiveness of agricultural product distribution.
On the second day, sessions are scheduled to proceed in order through the planning and audit office, agricultural technology center, civil affairs division, education and sports division, welfare division, happiness-sharing division and economic promotion division. The reviews will focus on the direction and execution plans for major pledge projects directly tied to residents' lives — securing future growth engines, strengthening agricultural competitiveness, expanding education and welfare services, and revitalizing the local economy.
Transition committee members reviewed the feasibility of each pledge project, its tangible impact on residents, funding strategies and inter-departmental cooperation frameworks, discussing ways to generate substantive results.
"Campaign pledges are promises to residents, so drawing up an implementation plan that considers both feasibility and sustainability is paramount," committee chair Shin Do-hyeon said. "We will thoroughly review every pledge project in the remaining time and prepare to deliver changes and outcomes that residents can feel."
