Council passes 13 agenda items at 264th extraordinary session; Mayor Kim, Superintendent Cheon offer remarks

The Ulsan City Council held the second plenary session of its 264th extraordinary session on Monday, wrapping up four years of legislative activities. The session proceeded with five-minute open-floor speeches, agenda deliberations, and closing remarks from the mayor and superintendent of education.

The council passed 13 agenda items in their original form, including a full revision of the ordinance governing the composition and operation of the Citizens' Grievance Committee, a partial revision of the ordinance on Ulsan Metropolitan City's public property management, an ordinance on the establishment and operation of a business consultative body for Ulsan's urban convergence special zone, a partial revision of the ordinance on the administrative structure of the Ulsan Metropolitan Office of Education, and a partial revision of the ordinance on the staffing quota for local civil servants under the Ulsan superintendent of education.

Mayor Kim Du-gyeom reflected on key achievements during his tenure — attracting 36 trillion won (about $23.7 billion) in corporate investment, marking Ulsan's first-ever ordinary local allocation tax exceeding 1 trillion won, and securing UNESCO World Heritage status for the rock carvings at Bangucheon. He said, "I extend my deepest gratitude to the lawmakers who deliberated and cooperated with us toward our shared goal of Ulsan's development."

Superintendent of Education Cheon Chang-su said, "I ask that the Ulsan City Council continue to serve as an unwavering pillar and shelter, so that our children may grow into warm citizens who love themselves and care for their neighbors."

Council Speaker Lee Seong-ryong said in his closing address, "It was thanks to the generous attention and encouragement of our citizens that we were able to run tirelessly over the past four years to represent their will and advance regional development and public well-being. I also extend my heartfelt gratitude to my fellow lawmakers, the council secretariat staff, and the executive branch officials."
