Ministry integrating administrative data, building AI-friendly platform
The Ministry of Planning and Budget will introduce AI across its core operations — including mid- to long-term strategy planning, budget formulation and execution, and expenditure restructuring — to boost efficiency in the public sector and improve the quality of administrative services.
The ministry announced Thursday it would move forward with "AI-ON," an AI-based work innovation initiative.
The plan centers on eight projects across three areas: fiscal strategy and performance management, budget formulation and execution, and general administration. As a first step, the ministry will launch a three-stage effort — building a comprehensive database of all work materials called the "Planning and Budget Annals," creating an AI-friendly data platform, and rolling out AI services.
Work materials currently scattered across individual PCs and messaging apps within the ministry will be consolidated into a central repository and converted into a format that AI can immediately learn from and use, forming an advanced knowledge database. A data platform linked to the Ministry of Interior and Safety's pan-government generative AI model will also be established.
Building on that foundation, the ministry will launch five core AI services: "AI Budget Assistant," which supports budget formulation; "MacroView," which automatically analyzes macroeconomic and fiscal statistics; "Expenditure Magnifier," which identifies projects for spending efficiency reviews; "BillScan," which monitors fiscally significant legislation and National Assembly inquiries; and "Smart Report," which assists with drafting report outlines. Four of the five services — all except AI Budget Assistant — are set to go into operation before the end of the year.
The ministry will run both online and offline training programs so all staff can use AI as naturally as a calculator, and will keep AI learning groups — including brown-bag meetings and study circles — in regular operation. Following beginner and intermediate training sessions held in early May, the ministry will from June run overnight programs at the Taean Training Center alongside lunchtime sessions and hands-on online courses, with one-on-one personalized assignment feedback also provided.
A new AI study group called "AI-X," linked to the organizational culture reform body "Vision X," will be established to support employee-led program development and research into practical applications. An "AI Knowledge Lounge" bulletin board will also be launched for staff to share AI tips, prompts and self-developed AI agents.
