73 experts from academia, government and law join 'Local Contract Community'; network aims to close regional expertise gap and provide on-site consulting

A nationwide network of local government contracting experts has been established, enabling communities across the country to access professional advice and support. The network will also help train specialists in the local contracting field and involve them in building the broader community.

The Korea Local Finance Association announced Thursday that it has launched the "Local Contract Community" to support local government contracting operations and build a nationwide expert collaboration framework.

The community brings together 73 experts from academia, the civil service, the legal profession and hands-on practitioners. It operates across four regional blocs: the Greater Seoul area (Seoul, Incheon, Gyeonggi Province and Gangwon Province), the central region (Daejeon, Sejong and the Chungcheong provinces), the Yeongnam region (Busan, Daegu, Ulsan and the Gyeongsang provinces), and the Honam region (Gwangju, the Jeolla provinces and Jeju).

Participation by experts outside the greater metropolitan area is intended to narrow the contracting expertise gap between regions and build a collaboration framework through which on-the-ground practical experience and case studies can be shared nationwide.

The community will carry out field-focused support activities in four areas: dispute-prevention consulting, offering legal and practical advice on contracting disputes; live consulting, providing real-time two-way remote question-and-answer sessions; online consulting, supplying answers through a question-and-answer board on the information portal; and on-site education, sending experts directly to local government offices for in-person training.

Ten in-house specialists at the association will also join as internal members, working alongside external advisers to channel diverse opinions and case studies from local government operations into policy improvement and research.

Alongside this, the association plans to list community members on the local contracting information portal so they can participate in education, advisory and research activities for local governments.

"The Local Contract Community is a nationwide network that connects contracting experts from across the country, transcending regional boundaries," said Jeong Seon-yong, chairman of the Korea Local Finance Association. "It is meaningful in that it helps resolve the contracting disputes and difficulties that local governments face in the field, and in narrowing the expertise gap between regions."
