Results of the 10th Urban Architecture Joint Committee and 4th Delegated Subcommittee meetings
An 858-unit apartment complex rising up to 49 stories, including 208 long-term jeonse units, will be built in the Hanyang University transit-oriented area in Seongdong-gu, Seoul. High-density construction of a tourism hotel and office building is expected to strengthen the business corridor along Teheran-ro in Gangnam.
The Seoul Metropolitan Government said Thursday that the 10th Urban and Architecture Joint Committee, which met Wednesday, approved with modifications a proposal to designate a district unit planning zone and establish a district unit plan for the long-term jeonse housing project in the Hanyang University transit-oriented area of Seongdong-gu.
Under the district unit plan, the site's zoning will be upgraded from second-class and third-class general residential zones to a quasi-residential zone. Half of the 208 long-term jeonse units will be supplied as "Mirinaezip" housing for newlyweds.
A Seoul Metropolitan Government official said a social welfare facility will be built as a public contribution along the lifestyle street (Salgoji-gil), and a public pedestrian pathway will be created to improve access from Hanyang University Station.
A separate agenda item on high-density development along Teheran-ro in Gangnam was also approved at the 4th Delegated Subcommittee of the Urban and Architecture Joint Committee, which met the same day.
The subcommittee conditionally approved a review of whether infrastructure and other facilities are sufficient for a site at 890-16 and 890-20 Daechi-dong, Gangnam-gu, within the Teheran-ro district unit planning zone.
According to the building plan, a 24-story, 9-basement-floor office facility will be built on a site of approximately 2,760 square meters. With floor area ratio incentives applied, the development will reach a high-density ratio of roughly 1,158 percent. The lower floors will house an exhibition hall and conference rooms to activate the streetscape, while the upper floors will feature large-scale office space.
In the review, the city comprehensively assessed the adequacy of eight infrastructure categories — including roads, traffic and sewage — needed to maintain urban functions. It required the developer to plan for the addition of sidewalks on side streets, publicly accessible open spaces reachable from all roads, green areas and rest spaces, and the repair of aging sewer pipes in the surrounding area.
An Dae-hee, head of the Seoul Metropolitan Government's Urban Space Bureau, said the decision "will elevate the competitiveness of the Teheran-ro business corridor by a notch and provide a high-quality working environment, serving as an opportunity to attract outstanding domestic and foreign companies." He added that the city would "continue to expand Seoul's southeastern district's international business functions by organically linking the Seolleung and Yeoksam area with the Samsung-dong MICE development project."
The committee also conditionally approved a review of infrastructure adequacy for a site at 702-24 Yeoksam-dong within the Teheran-ro district unit planning zone. A 25-story, 3-basement-floor tourism accommodation facility will be built on the approximately 522-square-meter site. The lower floors will feature open lounges and other street-activating facilities, while the upper floors will house the tourism accommodation, serving the lodging needs of the Teheran-ro area. The development will achieve a high-density floor area ratio of roughly 1,159 percent through the application of floor area ratio incentives.
The city plans to install additional open public space on the site and repair aging sewer pipes nearby to prevent flooding and ground subsidence. The city expects Teheran-ro to become more vibrant through job creation from the tourism accommodation facility's operations and an influx of domestic and international guests.
