Attorneys Won Seon-hee and Song Byeong-uk appointed to bolster legal support for foreign patients — covering consultations, dispute mediation and administrative proceedings
Seoul's Gangseo-gu district is strengthening its legal support framework for the Gangseo Miracle Medi Special Zone to boost confidence in its medical tourism offerings and ensure foreign patients can access healthcare services with peace of mind.
The district said it has appointed two legal experts as advisory attorneys for the Gangseo Miracle Medi Special Zone to enhance legal support for foreign tourists visiting medical institutions within the zone. The appointment runs for two years, from June 1, 2026, through May 31, 2028.
The newly appointed advisers are Won Seon-hee, managing attorney at law firm Riwon, and Song Byeong-uk, managing attorney at law firm Harang. Won previously served as a legal adviser to Gangseo-gu for eight years beginning in 2009, while Song has built solid practical experience serving as an auditor at multiple companies, including Tium Investment and Enventures Co.
The appointments come in response to a steady rise in foreign patients and visitors driven by the development of an advanced medical complex in the Magok district, and are intended to enable swift responses to legal issues that may arise during medical tourism — including medical disputes and personal data protection concerns.
The advisory attorneys will review legal matters related to medical accidents, check compliance with relevant laws such as the Medical Service Act and the Personal Information Protection Act, and provide practical legal guidance covering consultations, dispute mediation and responses to administrative proceedings.
They will respond promptly to legal inquiries by email and phone, and plan to visit relevant institutions in person for consultations when circumstances require.
The district expects the new advisory framework to raise the zone's external credibility and further solidify the foundation for attracting foreign patients.
"Through this appointment of advisory attorneys, we will take the medical tourism competitiveness of the Gangseo Miracle Medi Special Zone to the next level and lay a stable foundation for growth," district mayor Jin Kyo-hoon said. "We will spare no institutional support to create the best possible medical tourism environment — one that foreign patients can trust and return to."
