Built in-house using Google AppSheet at zero cost, the app consolidates scattered safety data on mobile — enabling paperless, one-stop field administration and faster first response at construction sites and hazardous facilities
Seoul's Eunpyeong-gu district office has put its "Smart Safety Management Eunpyeong" mobile app into full operation this month, after a pilot run that began in March, to improve safety oversight of construction and demolition sites and privately owned hazardous facilities across the district.
Previously, information on such sites was locked inside internal systems — including Seumter, the national building administration platform, and the Facility Management System (FMS) — making it difficult for officials to retrieve data quickly during on-site inspections or emergency incidents and limiting their ability to respond promptly.
To address the problem, the district built the app entirely in-house using Google's no-code platform AppSheet, with no additional budget, generating cost savings in the process.
The new system significantly strengthens field response. When a safety incident occurs at a construction, demolition or hazardous facility site, officials can instantly pull up detailed facility information through the mobile app, sharply cutting response times for accidents and public complaints.
The app also replaces the district's paper-based inspection process: everything from on-site checks to results reporting is now handled on mobile, realizing what the district calls "one-stop, paperless administration." Officials can review emergency response procedures and prepare and share reports in line with actual workflow — all from the field.
In addition, the system consolidates building permit data and facility safety information previously scattered across multiple platforms, enabling more proactive accident prevention.
Drawing on feedback from field staff gathered during this year's pilot, the district plans to expand the system next year to other departments within the district office that oversee safety-managed facilities.
