Daegu city announced Monday that it is launching a comprehensive support plan to revitalize urban renewal projects as part of a medium- to long-term strategy to stabilize the local housing market.

The plan focuses on accelerating project timelines and improving financial viability by addressing persistent obstacles: lengthy administrative procedures, heavy upfront costs and a lack of transparency in association management.

The most significant change is the introduction of a residential zone planning system, which allows residents to propose renewal zones directly without going through the existing designated-zone procedure, lowering the barrier to initiating projects.

A panel of experts in urban planning, architecture and transportation will conduct preliminary feasibility reviews to help determine appropriate zone boundaries and project direction.

To ease the financial burden on residents in the early stages, the city plans to work with the Korea Real Estate Board to provide consulting on zone designation requirements, project feasibility assessments and the formation of promotion committees. It will also offer loan support to cover reconstruction assessment costs.

Floor-area-ratio incentives will be expanded to improve project viability. The number of eligible incentive categories will increase from four to 10, and projects involving local construction firms will qualify for a floor-area-ratio bonus of up to 43 percentage points, encouraging greater participation by regional builders.

The city is also taking steps to improve transparency and professionalism in association management. Daegu plans to build a digital renewal project management system by 2028 to computerize information disclosure and budget and accounting operations, and will conduct joint operational inspections of 10 associations each year.

Consulting services for newly established associations and mandatory training for association officers will also be introduced.

In addition, the city intends to streamline administrative procedures by making greater use of consolidated reviews that combine renewal plan amendments and project implementation approvals into a single process, ensuring that regulatory improvements are reflected on the ground without delay.

"We have laid the groundwork for residents to advance renewal projects more quickly through the introduction of the residential zone planning system and tailored support for early-stage projects," Daegu Mayor Choo Kyung-ho said. "We will actively support the stable progress of renewal projects by strengthening transparency and professionalism in association management and expanding the participation of local construction firms."
