Working-level council elevated to formal cooperation framework
The Korea Housing and Urban Guarantee Corporation announced Thursday that it signed a joint cooperation agreement on internal controls with five other public institutions — Korea Asset Management Corporation, Korea Technology Finance Corporation, Korea Credit Guarantee Fund, Korea Southern Power and Korea Housing Finance Corporation — at the Busan International Finance Center on Wednesday.
Internal controls are systems that organizations put in place to prevent and manage risks that may arise in the course of their operations, serving as a core mechanism underpinning transparency and accountability in public institutions.
The six institutions have operated a working-level council since 2024 to promote ethical management and a culture of integrity across the public sector, regularly sharing their internal control practices and best cases.
The agreement formalizes that arrangement, upgrading the council — which had operated on a voluntary basis for the past three years — into an official cooperation framework.
Under the pact, the institutions agreed to work closely together on sharing and benchmarking best practices to advance their internal control systems, exchanging education and awareness programs on internal controls, and spreading a compliance management culture that encompasses integrity and ethical management.
The agreement also gives the six institutions a foundation to regularly share the internal control experience and education programs each has built up independently, and to respond jointly to new risk factors arising from changes in the business environment.
"This agreement will serve as an opportunity to share experiences across institutions and together build an internal control system that actually works on the ground," said Kim Taek-seon, HUG's head of compliance support. "The corporation will solidify a robust internal control foundation as a residential stability platform that the public can trust."
Meanwhile, HUG recently conducted a targeted audit to proactively identify risk factors that may emerge during its ongoing AI transition.
