New service aims to improve convenience for housing benefit recipients under review
Korea Land and Housing Corporation said Wednesday it will launch a contactless mobile web self-participation survey for housing benefit recipients subject to verification checks, effective the same day.
The housing benefit system provides residential cost support to low-income households by comprehensively assessing their income, housing type and financial burden — a framework established when the Basic Livelihood Security program was restructured into a tailored benefits model. The new service follows a July 16 revision to the public notice governing housing benefit implementation, which expanded the scope of contactless investigations using telephone and digital systems.
The mobile web self-participation survey allows recipients scheduled for a housing benefit verification check to review and update their existing survey information and complete an electronic signature, all from their mobile phone.
No app installation is required — recipients can participate directly through a link sent by text message. Required documents, including a loan-use confirmation form and an admission confirmation form, can also be filled out and submitted via mobile phone, reducing the burden of paperwork.
The integration of the government's unified authentication system, Any-ID, allows recipients to verify their identity using whichever method suits them best — including simple authentication or a certified digital certificate — further improving convenience.
Recipients can complete the survey on their own without having to coordinate visit schedules with a field investigator or wait for one to arrive. LH said it expects the change to significantly improve operational efficiency as well.
LH will also run a promotional campaign to help recipients understand the new mobile survey process. Video content explaining the purpose and usage of the service will be distributed through YouTube and SNS, while posters and leaflets will be displayed and handed out at local community welfare centers and LH housing benefit centers.
"By introducing a mobile option into the housing benefit verification process, we have reduced the inconvenience of in-person and telephone-based methods while improving operational efficiency," an LH official said. "We will actively gather feedback from both recipients and field investigators during service operations and continue to refine and improve the process."
