Seoul's Jungnang-gu has launched an initiative to transform administrative document writing using AI.

The district introduced an AI writing assistant called Geuljuim — short for "writing officer" — to automatically draft official greetings, press releases and social media card content, aiming to reduce staff workload and improve administrative efficiency.

Jungnang-gu announced Tuesday that it held a commissioning ceremony for Geuljuim at the district mayor's office Monday and rolled out the service to all departments.

When a staff member inputs relevant materials such as project plans and policy documents, Geuljuim checks for any additional information needed and drafts official greetings and press releases formatted to Jungnang-gu's administrative standards. Output is delivered as a Hangul file, and the completed press release can also be used to produce social media card content.

Particularly notable is the reduction in processing time. The district said the tool can cut draft preparation — a task that previously took more than an hour — down to about three minutes.

Safeguards have also been built in to ensure accuracy and public-sector integrity. The system complies with the Seoul Metropolitan Government's public language standards and is designed not to fabricate figures or names absent from the source material. Items requiring additional verification are flagged separately for staff review and follow-up.

The service is part of Jungnang-gu's broader push to apply AI across its administrative operations. The district established the Jungnang AI Innovation Team on Oct. 1 and launched its "Jungnang AX 100-Day Action Plan." Key initiatives under the plan include the Geuljuim series, an AI search service for laws and local ordinances, and the development of additional AI work tools.

The district plans to expand Geuljuim's scope beyond promotional materials to cover a wider range of administrative documents, including briefing reports, policy directives and outcome reports.

"We will use Geuljuim to streamline repetitive document drafting and create an environment where staff can focus on more important administrative work," District Mayor Ryu Gyeong-gi said. "We will also embed AI use across the administration and apply it to discovering and producing content that resonates with our residents."
