Only core departments join the small-group sessions, with the district mayor meeting directly with project teams for faster, more efficient decision-making
Dobong-gu said it has overhauled the way its Changdong Economic Engine Task Force operates, shifting to a project-by-project "pinset meeting" format to accelerate action on key district priorities ahead of the Seoul Arena's opening.
The district had previously run a large-scale task force with broad participation from public and private stakeholders and related agencies, but the wide scope of the project made practical coordination and swift execution difficult.
In response, Dobong-gu broke from the conventional all-hands meeting structure last month, introducing the "pinset meeting" format — small sessions involving only three to five relevant departments and key stakeholders per project, designed to zero in on specific issues.
The sessions are chaired directly by Dobong-gu District Mayor Kim Dong-wook and are aimed at breaking down barriers between departments to jointly map out clear project directions and action items.
Decisions reached in the meetings are implemented immediately by the relevant project departments, bypassing lengthy procedural steps.
Three pinset meetings have been held so far, covering pedestrian environment improvements along the Changdong Station–Seoul Arena corridor, measures to boost accommodation options in the area, and protecting the daily lives of residents near Changdong Station.
The district plans to continue holding pinset meetings in sequence, building a streamlined system that carries issues from identification through coordination, decision-making and on-the-ground execution in one continuous flow.
"The Seoul Arena opening is a critical opportunity to reshape Dobong's future, and the Changdong Economic Engine Task Force must move beyond formality to drive fast, effective change," District Mayor Kim said. "Going forward, I will personally stay on top of challenges in the field and work with our departments to find real solutions and push projects forward with momentum."
